2
1
2 Cy Stober: We don't have dates yet for the work plan presentation.
3
4 Patrick Mallett: Our deadline is in January, so it may be sooner, may be later, it's at their discretion.
5
6 Cy Stober: Anyway, it'll be February 15th or March 12th.
7
8 AGENDA ITEM 7: REVIEW OF BOA CALENDARS FOR 2024
9
10 Patrick Mallett: Calendars, it's the same format as last year. I think you may remember we had a slightly more complicated
11 calendar format and lengthy. We trimmed those processes down greatly. Same time frame if you submit on date X, you should
12 theoretically get out on date Y to a hearing with the Board. We have three different food groups or types of calendars. We have
13 processes that are special use permits that are non-telecommunications related. We have telecommunication-related special use
14 permits, and then we have the variances and appeals. They all end up on the same theoretical dates. As you all know, your board
15 doesn't inherently meet every month. It only meets when there's an administrative need or a case. So, those are dates that could
16 occur, but I think that that streamlined process is going well, and we're not dragging these things out any more than they have to be.
17
18 Leon Meyers: Any questions on the work plan or calendar? I would just say what do you guys see coming up. I had this
19 conversation with you, I think two weeks ago or so. Is there likely a meeting in January?
20
21 Patrick Mallett: We have a couple of pending requests that may be coming down the pipe, so I would anticipate something later
22 than January.
23
24 Beth Bronson: But based on this calendar, you would expect to know before December 22nd?
25
26 Patrick Mallett: Yes. In fact, one of the, several of the ones that are contemplated, at the time, they get a complete package. In
27 February might be pushing it.
28
29 Cy Stober: Yes, to meet the application requirements of the complete site plan, complete application, and all of the other
30 relevant materials,we don't have any applications in the queue that could meet the deadline for the January meeting, so we will not
31 be having any action items at the January meeting, unless directed by the board. It's conceivable we could have one in February and
32 I'm fairly certain we will have one scheduled for March. I've been in contact with an applicant about an application and that seems to
33 be the timeline they're on.
34
35 AGENDA ITEM 4: REVIEW OF BOA RULES OF PROCEDURE
36
37 Leon Meyers: We skipped a couple of lines here, so we can go back to Item 4.
38
39 Patrick Mallett: Beth, I think, your comment was let's take a fresh look at the BOA Rules of Procedure and the procedural changes
40 that may be amenable to the Board. I'll just note that Agenda Items 4 and 5 for tonight are just for discussion. Then,we would take
41 that and factor in any changes. The Rules of Procedure is customary for the BOCC to authorize or direct a change to the rules and
42 procedures, so we would need that input from the board.
43
44 Beth Bronson: Thank you very much.
45
46 Patrick Mallett: There are your rules and procedure that,as you can see, have been amended on various occasions going back to
47 1968.
48
49 Beth Bronson: And the most recent amendment was in 2021.
50
51 Adam Beeman: It was November 1,2023.
52
53 Beth Bronson: Thank you.
54
55 Patrick Mallett: I think that was, if memory serves, that was adding in 160D references.
