215 <br /> Consistency with Joint Planning Area (JPA) Land Use Plan <br /> A portion of the subject property is located within the Rural Buffer and Chapel Hill Joint Development <br /> Area of the JPA. As a result, the SUP application was provided to Chapel Hill Town staff for review and <br /> comment. Town staff courtesy review comments are available in Attachment 5. <br /> The JPA Land Use Plan identifies the subject parcel as "Rural Residential," which is defined as: <br /> Rural Residential <br /> Rural Residential designation is identical to the Rural Buffer category contained in the current <br /> Orange County Land Use Plan. The Rural Buffer category is described in the Plan as land <br /> adjacent to an Urban or Transition area which is rural in character and which should remain <br /> rural; contain very low-density residential uses, agricultural uses exempt from zoning <br /> regulations, and low-intensity agricultural support uses; and not require urban services (water <br /> and sewer) during the Plan period. <br /> Staff Comment: The portion of the property that is within the Rural Buffer is proposed to <br /> be dedicated entirely as Open Space, which is consistent with the Rural Residential land <br /> use classification of the JPA. The applicant further proposes to place that Open Space <br /> element within a conservation easement. The conservation easement is not a proposed <br /> condition of this Special Use Permit modification, but it would align the Special Use <br /> Permit elements with rural preservation goals established by the JPA. <br /> Consistency with Central Orange Coordinated Area Land Use Plan <br /> A portion of the subject property is located within the Town of Hillsborough/Orange County Central <br /> Orange Coordinated Area Land Use Plan (COCA). As a result, the SUP major modification application <br /> was provided to Hillsborough Town staff for review and comment. Town staff courtesy review <br /> comments are available in Attachment 5. <br /> The COCA identifies the subject parcel as "Mixed Residential Neighborhood," which is defined as: <br /> Mixed Residential Neighborhood <br /> The dominant land use in any proposed development is expected to be residential based on <br /> square footage of proposed structures. Developments may contain a single or variety of <br /> dwelling types and densities or may integrate a variety of supportive commercial, public and <br /> semi-public uses and open or public space. Small developments that provide only supportive <br /> non-residential land uses in an infill arrangement serving more than 50 dwelling units in a <br /> walkable manner may also be considered. <br /> Staff Comment: The proposed modifications retain the development's land use as a <br /> Mobile Home Park. As such, the subject property would remain as primarily residential <br /> in nature. The proposed modifications are in keeping with the above defined Mixed <br /> Residential Neighborhood land use designation. <br />
