Promotion of Economic Prosperity and Diversity: Development of a diversity of new <br /> businesses and expansion of existing businesses should occur in Orange County. <br /> Staff Comment: The existing mobile home park has operated at this location for more <br /> than three decades. The proposed modifications allows for the existing residential <br /> community to continue operations in Orange County. <br /> 8. Preservation of Community Character: Future growth and development should occur in a <br /> manner that preserves and enhances the existing character of the County, its townships, and <br /> rural crossroads communities. <br /> Staff Comment: The modifications propose no new development which allows the use <br /> to remain consistent with the surrounding rural landscape identified in both the Orange <br /> County-Chapel Hill-Carrboro Joint Planning Agreement and the Central Orange <br /> Coordinated Area Land Use Plan. The open space is proposed to be reallocated in a <br /> way that will co-locate with the portion of Rural Buffer zoning on the property, <br /> permanently protecting that area as open space and undevelopable land. <br /> Chapter 5— Land Use Element, Section 5.6 Goals <br /> There are several land use goals in the adopted 2030 Comprehensive Plan of relevance to the <br /> proposed modifications including: <br /> Land Use Goal 1: Fiscally and environmentally responsible, sustainable growth, consistent with <br /> the provision of adequate services and facilities and a high quality of life. <br /> Staff Comment: The existing mobile home park use is compatible with the rural <br /> residential character of the area. As a result, the proposed modifications shall allow the <br /> use to remain compatible with no discernible negative impacts to the immediate area. <br /> The applicant is proposing to relocate the open space such that it will better separate <br /> many of the adjacent properties from the subject properties, as well as limit access to <br /> the immediate access points to NC 86. Furthermore, this reallocation of open space will <br /> be within and along environmentally sensitive site features, namely the streams and <br /> stream buffers; and adjacent roads and streets, better satisfying current street buffer <br /> standards. The modifications introduce no new or expanded land use. <br /> Land Use Goal 2: Land uses that are appropriate to on-site environmental conditions and <br /> features, and that protect natural resources, cultural resources, and community character. <br /> Staff Comment: The proposed relocation of the 25 acres of open space prioritizes <br /> retaining open space along environmentally sensitive areas, particularly along streams <br /> and stream buffers; and is co-located with the properties' Rural Buffer zoning district. <br /> Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and <br /> responsive. <br /> Staff Comment: Orange County staff has noticed the public regarding this application, as <br /> required by Section 2.7 of the LIDO, including a required Neighborhood Information <br /> Meeting, mailings to neighboring property owners, and posting of the property. Additionally, <br /> staff have provided all application documents on the Active Development Projects <br /> web a e, responded to public inquiries, and featured it in the Department's newsletter. <br />
