210 <br /> Proposed Access and Transportation Network Improvements <br /> There is no proposed change to how Woodsedge Mobile Home Park is accessed by its residents and <br /> users. The development currently has access to NC 86 S by way of Phoebe Drive on the northern side of <br /> the property. There is also an internal street network for access to the homes and the park's recreational <br /> features. No new NCDOT driveway permitting would be required nor would additional improvements be <br /> necessary for fire marshal access and emergency response needs. The nature of the proposed <br /> modifications does not introduce new traffic generation for the existing Woodsedge Mobile Home Park. <br /> The relocation of the 25 acres of Open Space is proposed to remove any future access to E. Scarlett <br /> Mountain Drive. The amended site plan submitted as part of the application details 100' of dedicated Open <br /> Space along the entirety of E. Scarlett Mountain Drive, which is proposed to be preserved within a <br /> conservation easement. <br /> Proposed Utilities <br /> No new utilities are proposed with this major modification request. The development is currently served by <br /> Town of Hillsborough water and sewer services and will remain as such. <br /> Land Use Buffers/Setbacks <br /> North 20 ft. setback, 100 ft. perimeter buffer* <br /> South 20 ft. setback, 100 ft. perimeter buffer <br /> East 40 ft. front setback, 20ft. side setback, 100 ft. perimeter buffer <br /> West 20 ft. setback, 100 ft. perimeter buffer <br /> *100 ft. perimeter buffer was a requirement of the original 1985 Woodsedge Special Use Permit and 1991 <br /> The Woods Special Use Permit. A 75 ft. perimeter buffer was applied to recreation uses and off-street <br /> parking. <br /> Environmental Assessment (EA) <br /> The major modification being requested does not change the land use character or intensity of the existing <br /> Woodsedge and The Woods Mobile Home Park and no Environmental Assessment was required per <br /> Section 2.7.14 of the UDO. However, full application materials have been shared with various State <br /> agencies via the NC Department of Administration's State Clearinghouse. Additionally, the request was <br /> reviewed by Orange County Department of Environment, Agriculture, Parks and Recreation (DEAPR). As <br /> a result of this coordinated review Planning and DEAPR staff agree with a determination of"Finding of No <br /> Significant Impact (FONSI)" per Section 2.25 of the UDO (Attachment 5). <br /> Solid Waste <br /> Given the proposed major modification relates to ownership and open space location, there is no <br /> change to the existing solid waste disposal needs of the park associated with this request. Orange <br /> County Solid Waste did not provide any comments for the modifications being reviewed. <br />
