The Town of Hillsborough is the local delegated authority for <br /> enforcing the Neuse Riparian Buffer Rules (Neuse River Basin: Nutrient Sensitive Waters <br /> Management Strategy Protection and Maintenance of Riparian Areas Rule (15A NCAC 2B.0233)) <br /> and also conducts stream determinations pursuant to the Town's riparian buffer regulations <br /> (Section 6.20.16, Riparian Buffers, Town of Hillsborough Unified Development Ordinance). <br /> Our initial review of Geographic Information System (GIS) data indicated five mapped drainage <br /> features present on the properties. The mapped features were evaluated in the field to <br /> determine if they meet the criteria to be considered streams. The evaluation was conducted <br /> pursuant to the North Carolina Division of Water Quality's Identification Methods for the Origins <br /> of Intermittent and Perennial Streams (Version 4.11, September 1, 2010). <br /> Based on the field evaluation it was determined that all the previously mapped features do meet <br /> the criteria to be considered streams and all are subject to the town's riparian buffer rules (once <br /> the properties are annexed). The approximate locations of the streams are shown on the <br /> attached map. Copies of the town's score sheets are also attached. <br /> Streams require a 50-foot riparian buffer. The buffer is measured from the top of bank as <br /> indicated below and occurs on both sides of the stream. For planning purposes, the approximate <br /> location of the riparian buffer is also shown on the attached map. <br />
