161 <br /> Our proposed modification of the Woodsedge Special Use Permit does not <br /> change the character, operation, or affordability of the Woodsedge Mobile <br /> Home Park, which we hope will remain a vital part of Orange Counties' more <br /> affordable stock of housing for years to come. The proposed modification only <br /> changes two elements of the previous Special Use Permits. <br /> 1. The requirement for unitary ownership. <br /> 2. The location of the 25 acres of Open Space allocated as part of the 1991 <br /> modification of the 1985 Special Use Permit. The proposed modification <br /> retains the full 25 acres of open space required by the 1991 modification, <br /> but simply redistributes it within the site. <br /> The purposes of the two proposed modifications listed above are. <br /> 1. To allow for the future development of the vacant and underutilized land <br /> south of the Woodsedge Mobile Home Park in uses consistent with the <br /> "Hillsborough and Central Orange County Coordinated Area Land Use <br /> Plan for Areas within the Towns Urban Services Boundary", and other <br /> land use plans. <br /> 2. To provide an ideal location for moderately priced housing, affordable <br /> housing, and neighborhood businesses which are all badly needed in <br /> southeastern Orange County and across the region. <br /> 3. To provide for a more thoughtful distribution of open space on the site. A <br /> distribution of open space which will consider environmentally sensitive <br /> areas like steep slopes, streams, and hardwood forest which is in <br /> accordance with changes made in the Orange County Unified <br /> Development Ordinance that now requires such areas be looked to first <br /> and foremost when allocating open space (Orange County UDO Section <br /> 7.12.4). <br /> 4. To allow for better open space buffers between Woodsedge Mobile Home <br /> Park and the adjacent uses to the south. A buffer that is both more <br /> continuous and more permanent. <br /> 5. To permanently prohibit access to East Scarlett Mountain Road from <br /> potential development from the north. <br />
