Findings of Fact <br /> PURPOSE: To hold a quasi-judicial evidentiary hearing, receive sworn testimony and evidence, <br /> and take action on Special Use Permit 24-0006 application proposing a major modification to <br /> previously-approved Special Use Permits for Woodsedge and The Woods, adjacent Planned <br /> Development Housing developments. These SUPs were originally approved in 1985 and <br /> expanded and modified in 1991. The request effects two parcels (PINs 9873-41-0172 and 9872- <br /> 49-0872) located south of Phoebe Drive and north of E. Scarlett Mountain Road, within the <br /> Hillsborough and Chapel Hill Townships of Orange County, in accordance with the following <br /> Unified Development Ordinance (UDO) provisions: <br /> • Section 2.7.14: Special Use Permits, Modifications to Approved Plan; and <br /> • Section 5.3.2:Application of Use Standards— Special Uses. <br /> BACKGROUND: On February 16, 2024, a Special Use Permit application (Attachment 1) was <br /> received from Capkov Ventures, Inc., c/o Eric Chupp, Director of Development.
