108
9 North Carolina Wildlife Resources Commission 9
Ingram Cameron, Executive Director
MEMORANDUM
TO: Lyn Biles,Environmental Assistance and SEPA Coordinator
NCDENR Division of Environmental Assistance and Customer Services
FROM: Olivia Munzer,Western Piedmont Coordinator
Habitat Conservation
DATE: 26 March 2024
SUBJECT: Environmental Assessment for the Judea Reform Congregation Cemetery in Orange
County,North Carolina. DEQ No. 24-0231.
Biologists with the North Carolina Wildlife Resource Commission(NCWRC)have reviewed the subject
document. Comments are provided in accordance with provisions of the Fish and Wildlife Coordination
Act(48 Stat. 401, as amended; 16 U.S.C. 661-667e) and North Carolina General Statutes(G.S. 113-13 1
et seq.).
Judea Reform Congregation Cemetery Corporation is proposing to establish additional graves sites within
the existing cemetery. The sites will consist of a mixture of natural wooded and lawn plots placed within
a forested site and served by a gravel driveway. The cemetery is located at 2560 Jones Ferry Road in
Chapel Hill, Orange County,North Carolina. The project will involve approximately 1.0 acre of grading
for lawn burial plots and edge conditions, and 1.5 acres for the driveway corridor.
Unnamed tributaries to Phils Creek in the Cape Fear River Basin flow through the southern portion of the
site. We have no known current records for rare, threatened, or endangered species at or adjacent to the
site. We have known records for the state endangered and federal proposed endangered tricolored bat
(Perimyotis subflavus)in Orange County and potentially suitable habitat may occur on the site.
This project is unlikely to significantly impact rare, threatened, and endangered species. However,we
recommend maintaining the larger oaks or hickories, and not clearing trees during the maternity season
for tricolored bats(June—July). Also, erosion control matting made of plastic mesh or twine should not
be used within the project area because it can injure or kill wildlife.
Mailing Address: Habitat Conservation • 1721 Mail Service Center • Raleigh,NC 27699-1721
Telephone: (919) 707-0220 • Fax: (919) 707-0028
