There already is,sort of,a lid that's in the Rules and Procedure that says because based <br /> 13 on ad nauseam meetings going 'til 1:30 in the morning, we're going to 'tit 10 and then we're going take a motion and consciously <br /> 14 decide to make an adjustment. If you do the math on the back of the napkin, you got 3 hours to go through all the liturgical stuff we <br /> 15 do with the administration of the Board. Amend the minutes and all the other stuff that typically breaks out to a rule of thirds. You got <br /> 16 staff presentation and stuff for a case, and then case presentation by an applicant and,theoretically, another third that's discussion <br /> 17 from the public, and then deliberation, of course. At least, if we looked at that, in terms of the application, the outline, and then <br /> 18 articulated that out and encouraged the applicant, because you have stuff that is entered into the record. Not everything. The last <br /> 19 packet you had was what? 357 pages. You can have evidence entered. Written evidence and graphic evidence entered into the <br /> 20 record and accepted and then have a verbal,verbal testimony in evidence as a companion to that consideration. That's just me. Like <br /> 21 off the top of my head. <br /> 22 <br /> 23 Beth Bronson: Absolutely, I think knowing that there's going to be three expert witnesses on one attachment verses three <br /> 24 attachments with no witnesses, no discussion, literally just for information such as the environmental quality reports and addendums <br /> 25 and all that stuff. Knowing that like 40 pages will not be discussed but knowing that 3 pages will bring three different expert witnesses <br /> 26 would be very helpful to the Board and to the public. <br /> 27 <br /> 28 Patrick Mallett: With an understanding that things change up until the meeting opens and I decided at the last minute to bring to <br /> 29 bring the appraiser. <br /> 30 <br /> 31 Leon Meyers: And I would just say that's going change after the meeting begins as well because the Board is going to jump in <br /> 32 likely on each of those witnesses as they go through their presentations with questions, and that's the part that I don't think we can <br /> 33 control. Let me just wrap that up and it sounds like no change to the Rules of Procedure, but staff will consider the practicality of <br /> 34 requesting an outline as part of the submittal process from the applicant understanding that it could get revised right up to the <br /> 35 beginning of the hearing. <br /> 36 <br /> 37 Patrick Mallett: Yes.And then as the preparation for these cases is lengthy, but at least perhaps we could give a spitball estimate <br /> 38 and then have an understanding that the people that are signed up just the establishment of the standing part is probably going to <br /> 39 take up hours and this is probably not going to be a one meeting and done kind of deal. It's just that I would appreciate that if I was an <br /> 40 applicant. I would appreciate that if I was a Board member. At no time shall more than five members including alternates officially participate or vote in any meeting or hearing. I am just <br /> 54 hoping to understand some context as to why that is the case and why if seven members show up,seven can't participate. And then, <br /> 55 for Section 5, Part D,the quorum. The quorum of the Board necessary to conduct any business of the Board shall consist of at least <br />
