79
Nest 54 Biological Inventory Report Orange County,N.C.
Two wetlands were identified within the PSA (Table 8). The locations of these wetlands
are shown on Figure 3. All wetlands within the PSA are located within the Cape Fear River
Basin(USGS HUC 03020002). USACE wetland determination forms and North Carolina
Wetland Assessment Method(NCWAM) forms are included in a separate PJD Package.
Table 8. Characteristics of wetlands in the PSA
Area
Map NCWAM Hydrologic 404/401 (ac.) in
ID NCWAM Classification Forested Rating' Classification or 401 Study
Area
W 1 Headwater Forest Yes * Riparian 404/401 .01
W2 Headwater Forest Yes * Riparian 404/401 .03
Total .04
1 —NCWAM forms were not completed for wetlands possessing qualities conducive to them receiving moderate or higher
mitigation ratios and/or functional rating values. These features are represented by an asterisk(*).
6.2 Construction Moratoria
No moratoria are anticipated for this project at this time.
6.3 N.C. River Basin Buffer Rules
Streamside riparian zones within the PSA are protected under provisions of the Jordan
Lake Riparian Buffer Rules, administered by NCDWR. Per the Jordan Lake Riparian
Buffer Rules, streams depicted on the most recent published manuscript of the Orange
County Soil Survey (prepared by the Natural Resource Conservation Service [MRCS], of
the United States Department of Agriculture [USDA]), or the United States Geologic
Survey's (USGS) National Map shall require a total of 50 perpendicular feet of riparian
buffer from the stream top-of-bank. This 50'riparian buffer has two zones. Zone 1 consists
of the first 30 undisturbed perpendicular feet from the stream top-of-bank. Zone 2 consists
of the outer 20 perpendicular feet, starting from the outer edge of Zone 1. Limited
disturbance is allowed in Zone 2. Specific disturbance activities and uses which are
allowed in Zone 2 can be found in Items (9) and(11) of the Jordan Lake Buffer Rules.
In addition to the 50' buffer requirements of the Jordan Lake riparian buffer rules, the
Orange County Unified Development Ordinance(UDO)requires additional buffers, which
are determined by slope severity within 250 perpendicular feet from the stream top-of-
bank. Section 6.13 of the UDO explains how to calculate the width of stream buffers.
Slope values within the PSA are less than 7.5%. As a result, an additional 15' of buffer
shall be applied to Zone 2 of the pre-existing 50' Jordan Lake buffers. If wetlands, ponds,
lakes, or other surface waters partially occur within the 65' buffer of streams within the
PSA, the buffer shall extend around the perimeters of those water features, thereby
protecting them as well.
15 April 2023
