65 <br /> Nest 54 Biological Inventory Report Orange County,N.C. <br /> 1.0 INTRODUCTION <br /> Three Oaks Engineering, Inc. (Three Oaks) was contracted by Bodhi Land and Design, <br /> PLLC, (Bodhi)to complete natural resource investigations on Parcel PIN 9820-50-8290 in <br /> Mebane, Orange County,North Carolina(Figures 1 and 2). The Project Study Area(PSA) <br /> is approximately 21.51 acres and is located off NC 54W just east of the Saxapahaw <br /> Bethlehem Church Road/Mebane Oaks Road/NC 54 four-way intersection. The site is <br /> expected to be developed into a proposed retreat center containing one multi-purpose <br /> community building,one community shelter,and twenty-two cabins. As part of the Orange <br /> County Planning Department's review process, an Environmental Assessment (EA) <br /> application, Biological Inventory Report (BIR), and mitigation plan (dependent upon <br /> jurisdictional waters impacts) were requested. The following BIR has been prepared to <br /> meet the County's request. <br /> 2.0 METHODOLOGY <br /> Three Oaks Engineering Inc. (Three Oaks)staff members Nathan Howell(PWS,M.S.)and <br /> Mark Guerard completed field work within the PSA on March 10, 2023. Water resources <br /> identified within the PSA have not yet been verified by the United States Army Corps of <br /> Engineers (USACE) or the North Carolina Division of Water Resources (NCDWR). It is <br /> expected that these resources will be covered by USACE under a Preliminary Jurisdictional <br /> Determination (PJD) Package. A list of the principal personnel contributing to the field <br /> work and document are provided in the Appendix. <br /> 3.0 TERRESTRIAL COMMUNITIES <br /> Five terrestrial communities were identified within the PSA. Figure 4 shows the location <br /> and extent of these terrestrial communities. Terrestrial community data are presented in <br /> the context of total coverage of each type within the PSA (Table 1). <br /> Table 1.
