Findings of Fact <br /> PURPOSE: To hold a quasi-judicial evidentiary hearing, receive sworn testimony and <br /> evidence, and take action on a Special Use Permit (hereafter "SUP") application proposing the <br /> development of a Camp and Retreat Center on a +/- 20.03 acre unaddressed parcel (PIN 9820- <br /> 50-8290) located on NC 54 W, southeast of intersection with Mebane Oaks Road, Mebane, NC <br /> within the Bingham Township of Orange County in accordance with the following Unified <br /> Development Ordinance provisions: <br /> • Section 2.7: Special Uses, <br /> • Section 5.2: Table of Permitted Uses; <br /> • Section 5.3.2:Application of Use Standards— Special Uses, <br /> • Section 5.7.5: Camp; and <br /> • Section 5.18.4: Retreat Center. <br /> BACKGROUND: On April 19, 2023, a Special Use Permit application (Attachment 2) was <br /> received. The applicant proposes to utilize the property to operate year-round as a Camp (Use <br /> #32, Table of Permitted Uses) offering 20 1-and-2-bedroom cabins available for overnight stays, <br /> along with a main building with common spaces for guest and assembly uses. In addition to <br /> serving as an amenity to overnight guests, the main building facilities will function as a Retreat <br /> Center (Use #80, Table of Permitted Uses), and be made available on a fee-for-use basis to the <br /> public for functions, gatherings and special events. The Staff Report in (Attachment 1) contains <br /> additional information, maps, and staff analysis. <br />
