19 <br /> Resources Commission, which exceed Orange County's standards, are included the site <br /> plan, which will protect both water quality for wildlife and the downstream public water <br /> supply (Attachment 2 —Application Package — Exhibit B). <br /> 5. Preservation of Rural Land Use Pattern: The County's rural areas are a cherished component of the <br /> County's character. Future development should preserve and enhance the county's rural landscape. <br /> Staff Comment: The proposed Camp and Retreat Center are consistent with the County's <br /> rural landscape, as presented in the site plan. Minimum land disturbance, lighting, and <br /> noise are proposed with natural common open spaces. The landscaping buffer standards <br /> will be met and exceeded in all parts of the property but one, which is specified for <br /> deviation and mitigated elsewhere on site. The owners sought to purchase property in a <br /> rural setting with natural conditions that could be preserved and cultivated. (Attachment 2 <br /> —Application Package — Exhibit B) <br /> 7. Promotion of Economic Prosperity and Diversity: Development of a diversity of new businesses and <br /> expansion of existing businesses should occur in Orange County. <br /> Staff Comment: The stated intention is to offer a camping destination in rural Orange <br /> County, as well as an assembly space to provide project-based training for direct support <br /> providers to individuals with intellectual and/or development disabilities. In addition, an <br /> annual non-profit benefit event is proposed to be held on site that should generate <br /> revenues for local businesses. (Attachment 2 —Application Package — Exhibit B) <br /> 8. Preservation of Community Character: Future growth and development should occur in a manner <br /> that preserves and enhances the existing character of the County, its townships, and rural crossroads <br /> communities. <br /> Staff Comment: Again, this project proposes development that is consistent with the <br /> surrounding areas rural landscape. (Attachment 2 —Application Package— Exhibit B) <br /> Chapter 5— Land Use Element, Section 5.6 Goals <br /> There are several land use goals in the adopted 2030 Comprehensive Plan of relevance to Camps <br /> Use # 32 and Retreat Centers (Use # 80) including: <br /> Land Use Goal 1: Fiscally and environmentally responsible, sustainable growth, consistent with the <br /> provision of adequate services and facilities and a high quality of life. <br /> Land Use Goal 2: Land uses that are appropriate to on-site environmental conditions and features, and <br /> that protect natural resources, cultural resources, and community character. <br /> Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern that limits <br /> sprawl, preserves community and rural character, minimizes land use conflicts, supported by an <br /> efficient and balanced transportation system. <br /> Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and responsive. <br /> Staff Comment: The location and character of the uses, developed according to the plan <br /> submitted, will be consistent with the rural land uses of the area in which it is to be located. <br /> The uses, as proposed and limited by the application and site plan, are consistent with the <br /> 2030 Comprehensive Plan's stated goals for the physical development of the County, as <br /> embodied in, or portion thereof, Land Use Goals 1, 2, 3, and 6. <br />
