16 <br /> STAFF COMMENT: The applicant has provided a description of the planned facility <br /> detailed in within the project narrative. Signed statement is provided within the Application <br /> Package (Attachment 2). <br /> (2) Standards of Evaluation (All standards of evaluation for a Retreat Center are the same as for a <br /> Camp (See above Section 5.7.5(2)(a, b, c,& d)) <br /> Proposed Conditions <br /> General Conditions <br /> 1. For public safety as required in Section 5.3.2(B)(2)of the UDO, final assignment of a street address <br /> shall be completed by Orange County Land Records prior to the issuance of any permit authorizing <br /> land disturbing activity on the property in accordance with the Orange County Addressing <br /> Ordinance. <br /> 2. Per Section 2.5 of the UDO, the applicant shall obtain all necessary development permits from the <br /> County prior to the initiation of any land disturbing activity associated with the construction of the <br /> proposed use including, but not limited to: Building Permit, Land Disturbance Permit (LDP), Solid <br /> Waste Management Permit, and Zoning Compliance Permit. <br /> 3. In accordance with the provisions of Section 2.7.11(C) of the UDO, if any condition of this Special <br /> Use Permit shall be held invalid or void, then this Special Use Permit shall be void in its entirety <br /> and of no effect. <br /> 4. In accordance with the provisions of Section 2.7.11(D) of the LIDO, the Special Use Permit will <br /> automatically expire within 12 months from the date of approval if the use has not commenced or <br /> construction has not commenced or proceeded unless a timely application for extension of this time <br /> limit is approved by the Board of Adjustment. <br /> Voluntary Conditions <br /> 1. Business hours for the community building will be no earlier than 8:00 AM and no later than 8:00 <br /> PM, subject to use by overnight retreat groups, who may utilize the community building with the <br /> presence of a Nest employee until 10:00 PM. <br /> 2. The Property shall observe quiet hours from 10:00 PM to 8:00 AM, during which time there shall <br /> be no outdoor recreation, gathering, socializing, entertainment, or noise-producing activities (that <br /> would exceed the tone and volume of spoken, audible conversation between 2 people). <br /> 3. The Property shall be permitted, but not required, to accommodate a live-in on-site host who shall <br /> be responsible for the management and operation of the Property outside of normal business hours <br /> and during quiet hours. <br /> 4. The boundaries of the Property will be posted at four (4) equidistant points along the northern <br /> Property line, and at three (3) equidistant points along the eastern Property line. Posted signs will <br /> notify occupants of the Property that leaving the Property and venturing onto adjoining Property <br /> without the express permission or invitation of the adjoining property owner may result in liability <br /> for trespassing or other claims involving the unpermitted use and/or occupancy of the property of <br /> another. <br />
