The rules are statewide. Go ahead, <br /> 21 please. <br /> 22 <br /> 23 Brian Hill: So the last comment was that we were provided the documentation requiring Clause 2 when we signed up at the <br /> 24 initial scheduled meeting. <br /> 25 <br /> 26 Patrick Mallet: For our audio records, can you just state your name. <br /> 27 <br /> 28 Brian Hill: Brian Hill. If the intention of the Board is to only people to speak if they brought an expert witness, how would that <br /> 29 have been acceptable in the first night when we were only notified upon signing up to speak? That's when we received the <br /> 30 handout saying we needed to have an expert witness. The only reason we're even in this position is we're now on the third <br /> 31 delay because the Board wasn't present three different times. The applicants were given extra time to prepare to have their <br /> 32 Board heard or have their witnesses present. Can the public have the same courtesy? Now that we are being denied <br /> 33 standing constantly, and I think that's going to be the case for everybody here, I mean, I don't see anybody that's a <br /> 34 homeowner that's brought an expert witness at this point, maybe the online people do. Give us the extra time to come <br /> 35 back with the witnesses. If that's going to be what we have to require to have standing, give us the same courtesy that the <br /> 36 applicant's had. <br /> 37 <br /> 38 Leon Meyers:Thank you, Mr. Hill. Right now the Board is in the process of establishing standing for the folks who signed <br /> 39 up on October 18th. And you did sign up. Did, do you want to assert standing? <br /> 40 <br /> 41 Brian Hill: I would like to have the time to provide the expert testimony that I apparently need to have standing based on, <br /> 42 you know,what we're hearing from the Board today. Everybody's getting declined. They're saying being a homeowner and <br /> 43 having eyes and ears is not qualified. That's fine. If we have to have these things, give us the courtesy that the applicant's <br /> 44 had to provide that. Again, had this meeting occurred as scheduled,there's no way we probably would have been <br /> 45 prepared because we didn't get notified until signing that document initially. <br /> 46 <br /> 47 Adam Beeman: So you were notified and you signed a document on the first meeting. And here we are on the third one, <br /> 48 you had two delays to do something about it based on that piece of paper. <br /> 49 <br /> 50 Brian Hill:This has also been something that's been denied about 15 times at this point.The other question that I would <br /> 51 have is based on what council said, if you're going to deny standing to everybody and not listen to standing witness are you <br /> 52 going to allow just witness testimony? Is that going to happen? Apparently, that is subject to the Board? Correct? <br /> 53 Whether they decide to allow it or not is what I heard you say a minute ago. <br /> 54 <br />
