My name is William Wirt. I work for Summit Design and Engineering Services here in <br /> 24 Hillsborough at our office at 320 Executive Court. My qualifications are listed in Exhibit K that Patrick just handed to <br /> 25 you. I have about 6'Y2 years of land development experience around Central North Carolina, as well as design <br /> 26 experience in all matters related to that type of development related to hydraulic, private transportation design, utilities, <br /> 27 as well as construction administration and QA2Cs. My role in the team regarding this application is as the site <br /> 28 engineer, I led the site design of the project and I'm here to discuss that design overall with you tonight and to clear <br /> 29 your basis of knowledge as you review the plan. As you can see on this plan, the facilities intended to be developed on <br /> 30 Lawrence Road are recreational and include baseball fields on the eastern portion of the property, tennis and pickleball <br /> 31 courts and an indoor recreational facility and surface parking for both of those facilities, an internal roadway system with <br /> 32 sidewalks on them to provide internal connectivity, as well as ample room reserve for stormwater treatment and runoff <br /> 33 control, and buffers meant to preserve harmony at the perimeter of the site and to protect the natural waterway that you <br /> 34 see there, the stream. All of these elements were designed to comply with the Orange County UDO, those include <br /> 35 general use standards, special use standards for all sites and for, specifically, recreational facilities and development <br /> 36 design standards of the UDO which are in Article 6. So starting with general special use standards in this plan is the <br /> 37 coordinates with those laid out UDO Section 5.3.2A, to promote public health and harmony. First, public health, this <br /> 38 plan will be used to maintain and promote of the health, safety and general welfare, if located where proposed, and <br /> 39 developed and operated, according to the plan as submitted. This includes well and septic systems complying with all <br /> 40 applicable regulations and will be utilized to process waste produced on site and for the limited amount of water <br /> 41 required for operations for this site relative to what would be required by right. All internal roadways and pedestrian <br /> 42 infrastructure had been designed to promote connectivity throughout the site and ensure safe movement of cars and <br /> 43 pedestrians. The required perimeter buffers, in compliance with UDO standards,will be utilized to protect adjacent <br /> 44 properties, particularly along Lawrence Road to protect opposite residential property and along the northern, eastern, <br /> 45 and southern border, buffers maintained and designed to preserve natural wooded vegetation and to be supplemented <br /> 46 as necessary to block light, sound, and keep equipment on site. You'll also notice, as I mentioned before, the buffers <br /> 47 around the stream which were designed and laid out per the U DO standards and state standards to protect the natural <br /> 48 elements of that stream to reduce erosion and corruption of the waterway. These recreational facilities will be a <br /> 49 community asset that will give neighboring property owners the opportunity to participate in recreational activities close <br /> 50 to home.
