65 <br /> 9.0 Signal Warrant Analysis — US 70 Alt. at Lawrence Road <br /> A traffic signal warrant analysis was performed based on the criteria contained in the <br /> Manual on Uniform Traffic Control Devices (MUTCD) 2009 Edition published by the <br /> Federal Highway Administration (FHWA). <br /> This traffic signal warrant analysis evaluated projected traffic conditions to determine if <br /> minimum vehicular volume warrants established by the MUTCD are expected to be <br /> satisfied in the existing (2022) traffic condition, and the projected (2025) background and <br /> build-out traffic conditions for the all-way stop intersection of US 70 Alt. at Lawrence <br /> Road. Warrants 1, 2, and 3 are the vehicular volume warrants and are based on <br /> mainline traffic volumes, side street traffic volumes, and the number of travel lanes. To <br /> determine the projected volumes, the 16-hour turning movement counts collected in <br /> 2022 were grown by 1.5% per year up to the future years 2025. For the purposes of the <br /> build signal warrant analysis, it was assumed that site traffic would be spread over the <br /> day using hourly distributions from ITE V11. <br /> The results of the traffic signal warrant analysis under existing year (2022) and future <br /> year (2025) background and build-out conditions at the proposed study intersection are <br /> shown in Table 9.1 below. The posted speed limit along US 70 Alt. is 45 MPH, so the <br /> 70% warrant (30% volume reduction) was applied for this analysis. Therefore, it is recommended that a traffic signal be considered at this <br /> intersection. <br /> Detailed traffic signal warrant analyses the study intersection are shown in the Appendix. <br />
