Attachment 5 <br /> 430 <br /> MEMORANDUM <br /> TO: Chuck Edwards, NCDOT <br /> Lyle Overcash, Kimley-Horn <br /> CC: Cy Stober, Planning Director <br /> Taylor Perschau, Current Planning Supervisor <br /> FROM: Nishith Trivedi, Transportation Director <br /> DATE: September 15, 2023 <br /> SUBJECT: Lawrence Road Development - TIA Review 2 <br /> The following memo summarizes Orange County Transportation Services (OCTS) <br /> comments on the Lawrence Road Development — Traffic Impact Analysis (TIA) report. <br /> OCTS staff requests the following be addressed: <br /> Recommendations: <br /> US 70 Alternate at Lawrence Road <br /> • Recommend signalized intersection <br /> US 70 at Lawrence Road <br /> • No additional improvements recommended <br /> US 70 at US 70 Alternate <br /> • Recommend additional safety improvements (signs or speed reduction) be provided. <br /> Lawrence at Site Driveway 1 <br /> • Northbound traffic not addressed, request adding exclusive right turn lane with 50 or <br /> 75 feet storage. <br /> US 70 Alternate at Site Driveway 2 <br /> • No additional improvements recommended <br /> Additional consideration: <br /> On October 18, 2022, the Orange County Board of County Commissioners adopted a <br /> County wide Vision Zero and Complete Street Policy. Staff recommends TIA include bike, <br /> pedestrian and transit consideration. Part of US 70A is along the Hillsborough Circulator <br /> and used for paratransit, microtransit and demand response service. As a recreation area <br /> with sport facilities, it has the potential to be a highly traveled pedestrian and bicycle area. <br /> All traffic mitigation strategies must accommodate bike, pedestrian and transit. <br /> Thank you very much for the opportunity to review and provide comments.
