Attachment 5 <br /> 410 <br /> TECHNICAL MEMORANDUM <br /> TO: Cy Stober, Planning Director <br /> Taylor Perschau, Current Planning and Zoning Supervisor <br /> FROM: Nishith Trivedi, Transportation Director <br /> DATE: September 14, 2023 <br /> SUBJECT: DAC Transportation Review: # SUP23-0009 <br /> The following memo summarizes Orange County Transportation Services (OCTS) review <br /> of application # SUP23-0009, Lawrence Road Development. OCTS analyzed all the <br /> documents in accordance with County Unified Development Ordinance (UDO) and all <br /> transportation policies, programs, and plans. We offer the following assessment for <br /> Development Advisory Committee's (DAC) considerations. <br /> Methodology: <br /> The following resources are used, each with separate comments: <br /> UDO: <br /> Regarding Traffic Impact Analysis: OCTS does not recommend any improvements to <br /> US 70 Business and Lawrence Road. The intersection is currently at Level of Service <br /> (F) and will continue degrading as local traffic increases naturally along the regional <br /> corridor, even without this development <br /> Orange County Complete Street Policy.- <br /> In order to ensure the development is in compliance with the County's Vision Zero and <br /> Complete Street Policy, all sidewalks, crosswalks, and driveways must be in compliance <br /> with American Disabilities Act (ADA). Developer is responsible for the sidewalk <br /> maintenance. <br /> Orange County Vision Zero Policy: <br /> No Comment <br /> Short Range and Long Range Transit Plans: <br /> Part of US 70A is along the Hillsborough Circulator and used for paratransit, microtransit <br /> and demand response service. As a recreation area with sport facilities, it has the <br /> potential to be a highly traveled pedestrian and bicycle area. All traffic mitigation <br /> strategies must accommodate bike, pedestrian and transit. <br /> All other Transportation Plans: <br /> No Comment <br /> Thank you very much for the opportunity to review and provide comments.
