37 <br /> Recommended Improvements: <br /> The following improvements are recommended for the projected (2025) build-out traffic <br /> condition based on the capacity analysis presented herein: <br /> US 70 Alt. at Lawrence Road <br /> • Consider signalization <br /> Lawrence Road at Site Driveway 1: <br /> • Construct the full movement Site Driveway 1 with one ingress and two egress <br /> lanes <br /> • Construct an exclusive southbound left-turn lane with a minimum of 150 feet of <br /> storage plus taper <br /> US 70 Alt. at Site Driveway 2: <br /> • Construct the full movement Site Driveway 2 with one ingress and two egress <br /> lanes <br /> The all-way stop at US 70 Alt and Lawrence Road is projected to operate at LOS E/F in <br /> the 2025 Background conditions without any site traffic added. With the site, delays are <br /> projected to increase slightly, however the anticipated delays are expected to be short- <br /> lived and primarily limited to the AM and PM peak hours. The capacity analysis indicates <br /> that this location could benefit from signalization regardless of the proposed <br /> development. Through signalization, the intersection would improve to LOS B in the AM <br /> peak hour and LOS C in the PM peak hour. While a signal has been identified as a <br /> potential improvement at this location, recently NCDOT has indicated that the all-way <br /> stop is expected to continue to provide for safe operations. To meet Orange County <br /> UDO requirements, a traffic signal is shown in the Build Improved scenarios, however it <br /> is not anticipated to be installed with this development. <br /> Conclusions <br /> The analyses indicate that with the recommended improvements in place, the study <br /> intersections are expected to operate at acceptable levels-of-service in all peak hours <br /> with the exception of the minor street approaches of some of the unsignalized <br /> intersections. However, it should be noted that long delays are not uncommon at <br /> unsignalized minor street approaches at mainlines with heavy through movement <br /> volumes and no queueing issues were noticed in SimTraffic simulations. The <br /> recommended roadway laneage for the projected (2025) build-out traffic condition is <br /> shown on Figure ES-1. <br />
