379 <br /> 5. Preservation of Rural Land Use Pattern: The County's rural areas are a cherished <br /> component of the County's character. Future development should preserve and enhance the <br /> county's rural landscape. <br /> Staff Comment: The proposed recreational facilities are consistent with the County's <br /> rural landscape, as presented in the site plan. Staff finds that recreational facilities are <br /> an expected and compatible land use to the existing adjacent land uses, most of which <br /> are residential in character with some commercial use occurring north of the subject <br /> property. All proposed lighting meets the ordinance standards. The landscaping buffer <br /> standards will be met or exceeded in all parts of the property. (Attachment 1) <br /> 6. Water Resources Preservation: The County has finite water resources to provide to future <br /> populations. The protection and management of the County's water resources should be a high <br /> priority. <br /> Staff Comment: The proposed project will utilize groundwater to serve its recreational <br /> facilities, as permitted by the Orange County Division of Environmental Health. The <br /> downstream waters will be protected by the proposed stormwater facilities shown on the <br /> site plan, which comply with Orange County UDO standards and the Falls Lake Nutrient <br /> Management Strategy. <br /> 7. Promotion of Economic Prosperity and Diversity: Development of a diversity of new <br /> businesses and expansion of existing businesses should occur in Orange County. <br /> Staff Comment: N/A- the proposed facilities will be managed by non-profit <br /> organizations and all fees will be reinvested in property management and operations. <br /> 8. Preservation of Community Character: Future growth and development should occur in a <br /> manner that preserves and enhances the existing character of the County, its townships, and <br /> rural crossroads communities. <br /> Staff Comment: This project proposes development that is consistent with the <br /> surrounding areas landscape. Recreational facilities, while not developed by a public <br /> entity in this case of this application, are understood to be a community amenity. The <br /> anticipated operators of the recreational facilities are locally-organized and staff <br /> understands Orange County residents to be a large portion of their membership. <br /> (Attachment 1) <br /> Chapter 5— Land Use Element, Section 5.6 Goals <br /> There are several land use goals in the adopted 2030 Comprehensive Plan of relevance to <br /> Recreational Facilities (Use #38) including: <br /> Land Use Goal 1: Fiscally and environmentally responsible, sustainable growth, consistent with <br /> the provision of adequate services and facilities and a high quality of life. <br /> Land Use Goal 2: Land uses that are appropriate to on-site environmental conditions and <br /> features, and that protect natural resources, cultural resources, and community character. <br /> Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern that <br /> limits sprawl, preserves community and rural character, minimizes land use conflicts, supported <br /> by an efficient and balanced transportation system. <br /> Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and <br /> responsive. <br /> Staff Comment: The location and character of the uses, developed according to the <br /> plan submitted, will be consistent with the rural land uses of the area in which it is to be <br /> located. The use, as proposed and limited by the application and site plan, are <br /> consistent with the 2030 Comprehensive Plan's stated goals for the physical <br />
