378 <br /> Consistency with 2030 Comprehensive Plan <br /> Staff review of the project included consideration for how the requested Special Use Permit relates to <br /> the Orange County, NC 2030 Comprehensive Plan. The following analysis outlines elements of the <br /> Comprehensive Plan which staff identified as applicable and relevant to the consideration of this <br /> request. <br /> Chapter 2 — Planning Principles <br /> In October, 2004, the Orange County Board of County Commissioners (BOCC) adopted guiding <br /> principles to guide and direct development of the 2030 Comprehensive Plan. There are several <br /> Comprehensive Plan Planning Principles of relevance to "Recreational Facilities" (Use #38, Table of <br /> Permitted Uses) including: <br /> 1. Efficient and Fiscally Responsible Provision of Public Facilities and Services: Orange <br /> County's public facilities and services should be delivered in a manner that efficiently uses <br /> existing capacity. Expansions of facilities and services should be made only after careful <br /> consideration of the costs and benefits of expansion. <br /> Staff Comment: N/A - Proposed project will be privately managed and operated. <br /> 2. Sustainable Growth and Development: Growth and development within the county should <br /> occur in a pattern, location, and density that is sustainable over the long-term. <br /> Staff Comment: The proposed project is permitted as a special use within the R-1 <br /> zoning district should it comply with the UDO standards and meet the standards of <br /> evaluation as reviewed by the Board of Adjustment. Should it do so, the growth and <br /> development realized by the project is consistent with the Comprehensive Plan's Rural <br /> Residential Future Land Use (Comprehensive Plan Appendix F). <br /> 3. A. Encouragement of Energy Efficiency, Lower Energy Consumption and Use of Nonpolluting <br /> Renewable Energy Resources <br /> 3. B. Promotion of Both Air Quality Protection and the Development of an Effective <br /> Transportation System: Decreasing the use of non-renewable resources and lowering energy <br /> consumption are encouraged in both public and private activities. The county's transportation <br /> system should be enhanced to promote more energy efficient modes of travel and improve air <br /> quality. <br /> Staff Comment: The project site plan shows a pedestrian network along the private <br /> road and along the public rights of way (ROWs) aligning the project site, allowing for <br /> pedestrian access to and within the site, which may reduce carbon emissions <br /> associated with access to the recreation facilities. The recreation facilities will be <br /> replacing facilities currently within the Town of Hillsborough, so the aggregate trips <br /> generated for the associated activities in the greater Hillsborough area will likely only be <br /> those associated with the tennis and pickleball facilities. The NCDOT will not permit the <br /> sidewalks within their ROW, stating that they are inconsistent with the NCDOT's <br /> interpretation of their Complete Streets Policy. <br /> 4. Natural Area Resource Preservation: Protection of the County's natural areas, including <br /> forests, wildlife habitat, and other important open spaces should be a priority. The County <br /> should work with regional and local organizations, the towns, and private landowners to <br /> promote and achieve preservation of the County's important natural resources. <br /> Staff Comment: This project site plan protects the identified Resource Protection <br /> Areas with provided stream buffering. Such buffering will protect both water quality for <br /> wildlife and the downstream public water supply (Attachment 1). <br />
