376 <br /> Section 5.2.1: Table of Permitted Uses of the LIDO lists Recreational Facilities as a permitted use of <br /> property within the R-1 general use zoning district subject to the issuance of a Special Use Permit. <br /> Standards governing the development of"Recreational Facilities," as detailed in Section 5.7.2 of the <br /> UDO, are as follows: <br /> (A) Standards of Evaluation <br /> (1) The standards included herein shall be applied to recreational facilities as a principal <br /> use of property. <br /> (2) The minimum lot area shall be two acres. <br /> (3) Facilities may include such features as play and training areas, athletic field lights, <br /> public address systems, parking for patrons and staff, storage%ffice facilities, and <br /> restroom/locker facilities. <br /> (4) No building shall be closer than 20 feet from any right-of-way or property line or the <br /> minimum requirements of the district in which it is located. <br /> (5) Outdoor athletic fields shall comply with the provisions of Section 6.11 and shall be <br /> located a minimum of 50 feet from a property line. <br /> (6) All outdoor recreational facilities shall utilize a combination of screens, fences, nets, <br /> berms, or vegetation to keep equipment on the property. <br /> Staff Comment: The project meets the minimum lot areas of two acres; the Special Use Permit <br /> is being requested for +/-53.37 acres, which includes Lots 1 and 2 in the submitted site plan. <br /> The submitted application and site plan detail recreational activities that fit within the <br /> established definition of"Recreational Facilities" as defined in UDO Article 10. All buildings <br /> detailed on the site plan meet the minimum building setbacks of 20 feet from any right-of-way or <br /> property line in addition to the R-1 zoning district's established building setbacks. <br /> The applicant has noted on the site plan that should any building exceed the maximum 25 feet <br /> building height established by the R-1 zoning district dimensional standards, the project will <br /> comply with LIDO Section 6.2.2(A)(1). The referenced UDO section establishes that the height <br /> limits may exceed the zoning district's maximum building height provided that one foot <br /> additional front, rear, and side setback is provided for every two feet additional height. In no <br /> case shall a building's height exceed 75 feet unless modified per Section 6.2.2(B). <br /> All outdoor athletic fields are a minimum of 50 feet from a property line with the closest baseball <br /> field being detailed as 51.75 feet from the southern property line. <br /> (C) Submittal Requirements and Standards of Evaluation for Special Use Permit <br /> (1) Submittal Requirements <br /> In addition to the information required by Section 2.7, the following information shall be <br /> supplied as part of the application for approval of this use: <br /> (a) A description of the exact type facility planned, the amount of area, including <br /> and number of members or participants expected, a site plan showing siting and <br /> size of existing and proposed building. <br /> (b) Access, parking, service and recreation areas for all planned facilities or <br /> existing facilities. <br />
