34 Executive Summary Kimley-Horn and Associates, Inc. has performed a Traffic Impact Analysis for the proposed Lawrence Road Development located in the southeastern quadrant of the intersection of US 70 Alt. and Lawrence Road in Hillsborough, Orange County, North Carolina. The development is proposed to consist of a multi-use recreational area. The site is proposed to be accessed by two new full-movement driveways along Lawrence Road and US 70 Alt. The development is proposed to be built-out by the year 2025. This report presents trip generation, distribution, traffic analyses, and recommendations for transportation improvements required to meet anticipated traffic demands in conjunction with the development. The following traffic conditions were studied: • Existing Traffic (2022) • Projected Background Traffic (2025) • Projected Build-out Traffic (2025) Analyses were performed for the AM peak hour (7-9 AM) and PM peak hour (4-6 PM) at the following intersections: ■ US 70 Alt. at Lawrence Road ■ US 70 Alt. at NC 86 ■ US 70 at Lawrence Road ■ US 70 Alt. at US 70 ■ Lawrence Road at Site Driveway 1 ■ US 70 Alt. at Site Driveway 2 Trips for the site were generated assuming a 61,400 square-foot indoor recreation facility (ITE LUC 495) and 45 additional acres of outdoor recreational area, which was generated using data published in the Pleasant Park Traffic Study (VHB, 8/10/16). This study surveyed local recreational areas to derive a trip generation rate based on utilized acres. As shown in Table ES-1, the site has the potential to generate approximately 2,278 daily trips, 117 AM peak hour trips, and 258 PM peak hour trips.
