16 <br /> Attachment 1 <br /> 5. The project's use will maintain or promote the public health, safety and general <br /> welfare, if located where proposed and developed and operated according to the <br /> plan as submitted, <br /> 6. The location and character of the use, if developed according to the plan <br /> submitted, will be in harmony with the area in which it is to be located and the <br /> use is in compliance with the plan for the physical development of the County as <br /> embodied in these regulations or in the Comprehensive Plan, or portion thereof, <br /> adopted by the Board of County Commissioners. <br /> 1. The project conforms to all the UDO including the special use standards for <br /> recreational facilities in UDO Section 5.7.2 by <br /> a. making the recreational facility use the principal use of the property, <br /> b. ensuring that the minimum lot area exceeds 2 acres, <br /> c. including allowed features such as play and training areas, athletic field <br /> lights, public address systems, parking for patrons and staff, <br /> storag%ffice facilities, and restroom/locker facilities, <br /> d. ensuring that no building shall be closer than 20 feet from any right-of- <br /> way or property line or the minimum requirements of the district in which <br /> it is located, <br /> e. ensuring that the outdoor facilities comply with the provisions of Section <br /> 6.11 and are located a minimum of 50 feet from a property line, and <br /> f. utilize a combination of screens,fences, nets, berms, or vegetation to <br /> keep equipment on the property. <br /> 2. The project conforms to the requirements of UDO Section 6.8.12.0 by providing <br /> 30'buffers where the project abuts residential land uses and 40'buffers where <br /> the project abuts other use types in UDO Section 5.2.2. <br /> 3. The project conforms to the requirements of UDO Section 6.9.7 by providing 10 <br /> parking spaces per athletic field. <br /> 4. The project conforms to the requirements of UDO Section 6.11.7(A)by ensuring <br /> that <br /> a. all outdoor areas and parking lot lighting fixtures,other than floodlights <br /> and flood lamps, used as part of the project shall be cutoff fixtures, and <br /> b. the mounting height of all outdoor lighting, except outdoor sports field <br /> lighting and outdoor performance area lighting, shall not exceed 36' <br /> above finished grade. <br /> 5. The project conforms to the requirements of UDO Section 6.11.7(B)by ensuring <br /> that(because the project is located within an urbanizing area of the County) the <br /> hours of operation for the lighting system for any game or event shall be no later <br /> than 11:00 p.m., except to conclude a scheduled event that was in progress <br /> before 11:00 p.m. and circumstances prevented concluding before 11:00 p.m., <br /> and <br /> 4858-7738-7114,v. 1 <br />
