13 Attachment 1 We intend to call the following as an expert witness: Expert Witness #2: Lyle Overcash, P.E. Is being offered as an expert in: Traffic engineering They possess specialized knowledge in this field through the following training and/or experience: Mr. Overcash is a professional engineer for Kimley Horn. He has enjoyed a 30-year career with both public and private entities in North Carolina and Virginia, ranging from a transportation engineer focusing on traffic and safety studies to a Managing Director of NC operations for a national consulting firm. He has worked in these multifaceted roles and addressed many significantly challenging transportation initiatives in the Mid- Atlantic. Lyle has an extensive background in traffic operations, traffic calming, functional design, traffic safety, traffic impact analysis, and regional and metropolitan transportation planning. His experience includes performing complex traffic flow, capacity, and planning analyses for arterials,roundabouts,innovative intersections, freeways, rural roadways, signal systems, and isolated intersections, They reviewed or examined the following data: Mr. Overcash reviewed data collected through the traffic study. The traffic study studied existing traffic in 202Z project background traffic in 2025, and projected build out traffic in 2025. They used the following method of analysis when reviewing that data: Industry standard and NCDOT required analysis of a traffic study This expert opinion is relevant the standard at UDO Section: 1. 5.3.2(A)(2)(a) 2. 5.3.2(A)(2)(b) 3. 5.3.2(A)(2)(c) 4. 6.17 It demonstrates that: 1.
