He has enjoyed a 30-year career <br /> with both public and private entities in North Carolina and Virginia, ranging from a <br /> transportation engineer focusing on traffic and safety studies to a Managing Director of <br /> NC operations for a national consulting firm. He has worked in these multifaceted roles <br /> and addressed many significantly challenging transportation initiatives in the Mid- <br /> Atlantic. Lyle has an extensive background in traffic operations, traffic calming, <br /> functional design, traffic safety, traffic impact analysis, and regional and metropolitan <br /> transportation planning. His experience includes performing complex traffic flow, <br /> capacity, and planning analyses for arterials,roundabouts,innovative intersections, <br /> freeways, rural roadways, signal systems, and isolated intersections, <br /> They reviewed or examined the following data: <br /> Mr. Overcash reviewed data collected through the traffic study. The traffic study studied <br /> existing traffic in 202Z project background traffic in 2025, and projected build out traffic <br /> in 2025. <br /> They used the following method of analysis when reviewing that data: <br /> Industry standard and NCDOT required analysis of a traffic study <br /> This expert opinion is relevant the standard at UDO Section: <br /> 1. 5.3.2(A)(2)(a) <br /> 2. 5.3.2(A)(2)(b) <br /> 3. 5.3.2(A)(2)(c) <br /> 4. 6.17 <br /> It demonstrates that: <br /> 1.
