'I5RAFT
1
2 Ryan Moffitt: Yes.
3
4 Leon Meyers: Other questions? Condition 6 says excluding exempt special events held on the property, and this is
5 relative to the limit of 50 overnight guests. Can you describe the kind of special event that would be exempt from that
6 limitation?
7
8 Ryan Moffitt: There, as I understand the UDO, there is a special event permitting process that must be pursued through
9 the planning department in order to host events on any property that meet certain criteria, but there are also certain
10 criteria for events that would be exempt from that process. And that would include events being hosted by a not-for-
11 profit organization.
12
13 Leon Meyers: Okay. Everybody clear on that?
14
15 Beth Bronson: So, if you were to host a wedding with 100 applicants, you'd have to get a special event permit?
16
17 Ryan Moffitt: I'll defer to Mr. Stober on that.
18
19 Cy Stober: It's a good question. So, the Article 5 of the UDO, which is use standards and use-specific standards allows
20 for two different types of special events. One is a rural special event, and one is a special event for a non-profit's entity.
21 The special events for non, that was in the service of non-profits are exempt from all ordinance standards and are still
22 reviewed by county staff. We notify, as general practice, the sheriff and the emergency services departments and
23 NCDOT so they can coordinate with those entities, but they are exempt from our development standards. There are
24 some minimal standards associated with rural special events, but they don't get blanket exemption as the ones from
25 non-profits organizations do.
26
27 Beth Bronson: Okay.
28
29 Leon Meyers: That's helpful, thank you.
30
31 Beth Bronson: So, yes.
32
33 Leon Meyers: One other clarification. This is clear on the site plan. But the Condition 10 says, "In addition to the
34 observance of a 65-foot stream buffer, the property shall observe a voluntary 100-foot stream buffer." That means the
35 total buffer is 100 feet, not 165 feet, right?
36
37 Ryan Moffitt: That's correct.
38
39 Leon Meyers: Okay, thanks. I interrupted. Anybody have other questions on Mr. Moffitt's presentation to this point?
40
41 Jeff Scott: Oh, I'm sorry. I had a question about the parking. So, you've got, you know, you've got 25 regular plus 20
42 overflow parking. These are all just numbers that you guys have come up with based on your kind of currently design.
43 Is that correct? It's not based on any kind of limitation on parking, you know, within the agricultural residential, right?
44
45 Ryan Moffitt: Those are, those parking numbers are informed by the uses that we're proposing, not agricultural
46 residential.
47
48 Jeff Scott: Okay, so there's none.
49
50 Ryan Moffitt: Does that answer your question?
9
