5 <br />This option does not include a temporary transfer station, as would typically be the case because tl~e <br />Chapel Hill (if located on existing landfill property) permitting process, even if expedited, does not <br />offer an opportunity for' a substantially expedited permitting process. Additionally, there would be <br />a substantial additional problem of siting the temporary facility, if it were not on existing landfill <br />property. Therefore, we have assumed simply proceeding now to develop the permanent transfer <br />station as quickly as possible. This assumption will delay implementation of the innnediate <br />transferring of waste and will reduce the saved capacity by several months, but will avoid the <br />additional cost of a temporary transfer station. <br />$46 X 56,800 tons = $2,612,800 (tip fee revenue generated at Orange County Landfill or tlu-ough <br />Orange County transfer station) <br />A. The value of the saved landfill space is unavailable from <br />a budgetary perspective, so there will be no offsetting expenditure reduction. Savings in airspace <br />are not available as revenue to balance the budget; therefore additional revenue will be required to <br />balance expenses. <br />
