Attachment 3 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 LEGISLATIVE BREAKFAST <br /> 5 March 21, 2024 <br /> 6 8:30 a.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a breakfast meeting with the Orange <br /> 9 County Legislative Delegation on Thursday, March 21, 2024 at 8:30 a.m. at the Whitted <br /> 10 Human Services Center in Hillsborough, NC. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Sally <br /> 13 Greene, and Commissioners Amy Fowler, Jean Hamilton, Earl McKee, Phyllis Portie-Ascott, <br /> 14 and Anna Richards <br /> 15 COUNTY COMMISSIONERS ABSENT: None. <br /> 16 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 18 Travis Myren, Clerk to the Board Laura Jensen, and Assistant to Manager for Legislative <br /> 19 Affairs Greg Wilder (All other staff members will be identified appropriately below) <br /> 20 LEGISLATIVE DELEGATION PRESENT: Senator Graig Meyer and Representative Renee <br /> 21 Price <br /> 22 <br /> 23 Chair Bedford called the meeting to order at 8:44 a.m. All board members were present. <br /> 24 <br /> 25 Chair Bedford welcomed the legislative delegation. <br /> 26 The Board of County Commissioners, legislative delegation, and staff introduced <br /> 27 themselves. <br /> 28 Chair Bedford thanked Commissioner Fowler and Commissioner Hamilton for working <br /> 29 with Greg Wilder on the list of legislative priority issues. <br /> 30 Commissioner Fowler, Commissioner Hamilton, and Chair Bedford highlighted new <br /> 31 items on the list of legislative priorities. <br /> 32 Chair Bedford reviewed the first item on the Board's list of priority legislative issues: <br /> 33 <br /> 34 Mental Health Behavioral Health and Substance Use Issues — Seek legislation to develop <br /> 35 and fund mental health and behavioral health facilities and services at the state and local level <br /> 36 that: <br /> 37 • Ensure adequate State-funded mental health, developmental disability and substance <br /> 38 use disorder services and facilities are available, accessible and affordable to all <br /> 39 residents; <br /> 40 • Include dedicated resources for community para-medicine projects and enhanced <br /> 41 mobile crisis response; <br /> 42 • Support Medicaid reimbursement to EMS for behavioral health transport to crisis <br /> 43 centers; <br /> 44 • Reimburse behavioral health urgent care services at a sustainable rate; <br /> 45 • Reduce the number of people with mental health issues in county detention centers; <br /> 46 • Ensure that state resources fund service provision costs, inclusive of crisis intervention <br /> 47 and treatment; <br /> 48 • Provide assistance to NC residents, especially youth, who are dealing with the impacts <br /> 49 of COVID; <br />
