School Standards Policy 2007 <br /> PURPOSE: To review statutes and policies surrounding school capital funding and discuss <br /> implications for the funding associated with the proposed November 2024 bond referendum. <br /> BACKGROUND: At a prior meeting, BOCC Chair Jamezetta Bedford petitioned staff to prepare <br /> a review of the statutory and policy roles that the Board of County Commissioners (the Board) <br /> can play regarding the funding of school capital. Based on that request, staff will present <br /> information on the Board's statutory powers related to school capital funding, the current practice <br /> of the County, and the policies enacted by prior Boards of Commissioners. Staff will also share <br /> information regarding how those powers and policies could be used to direct a project-based bond <br /> funding policy. <br /> This presentation constitutes the first in a series on proposed school bond projects. At the May <br /> 21, 2024 Board Business meeting, the County and the two districts will present their respective <br /> bond project plans. At the June 4, 2024 Board Business meeting, staff will request direction on <br /> the Board's preferred bond plan, and also request direction for staff, the school districts and the <br /> bond education committee. <br /> FINANCIAL IMPACT: There is no financial impact associated with the discussion on school <br /> capital funding. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the presentations <br /> from staff and consider implications for implementation for the proposed November 2024 bond <br /> referendum. <br />
