Orange County Planning Board and County Commissioners <br /> <br />My name is Anthony Cecil, I am the President of the Efland Ruritan Club. <br />Efland Ruritan Club requests that our property at 3009 Forrest Ave and <br />3100 Forrest Ave Efland NC 27243 be changed from Zoning Ordinance <br />Residen�al R-1 to General Commercial 4 Use designa�on. <br /> <br />We are making this request for several reasons. <br />1. We are a nonprofit civic organiza�on who purchased this property <br />in 1981 from the Orange County School Board. This property was <br />previously used as the Old Efland High School and Efland <br />Elementary School before we purchased it. Since then, we have <br />used the property for community use and community <br />improvement. No one has ever lived on the property, and we feel <br />the property should have never been designated as a residen�al <br />(r-1) property but instead should have been designated as <br />Commercial Property from the beginning. <br /> <br />2. We use and rent out our property for community use more in line <br />with commercial uses than residen�al uses. <br /> <br />A) We, the Efland Ruritan Club, have held events such as rodeos, <br />carnivals, concerts, fes�vals etc. from the �me we acquired the <br />property un�l today. We do this to help pay for our property <br />and to help improve our facili�es for community use such as <br />playgrounds, walking tracks etc. We also raise money to donate <br />to our county and community emergency services, schools, <br />churches, scholarships, people in need etc. <br />34
