2 <br />This grant was awarded to the Health Department beginning March 1, 2003 by the North <br />Carolina Health and Wellness Trust. It seeks to prevent youth from beginning tobacco use and <br />assists those that are users to stop. The grant is a collaborative effort between the Orange <br />County Schools, the Chapel Hill/Carrboro City Schools, the Orange County Department of <br />Social Services, and the Orange County Health Department. <br />The overall focus of the project is on reducing tobacco and marijuana use among middle and <br />high school students and on developing the skills necessary to prevent the use of these <br />substances. A coordinator was hired and began work in August of 2003. Attached to this <br />abstract is a Summary of Accomplishments in the seven months since the coordinator was <br />hired. A few notable accomplishments include: <br />• 14 peer educators from each school system have been recruited and are being trained <br />• An Alternative to Suspension program was approved on a trial basis in 2003-04 in <br />Orange County Schools high schools and middle schools <br />• Adolescent Parenting Program participants received skill building interventions to reduce <br />exposure to secondhand smoke in the home <br />• Reached 50 private providers with information an initiating tobacco prevention and <br />cessation conversations with youth patients <br />• Youth peer educators were successful in convincing AMF-Durham Bowling Lanes to <br />make half of the bowling lanes smoke free (increase from 10 to 16). <br />The project's funding duration is three years and began on March 1, 2003, the original date of <br />the acceptance of the grant; with each year's funding being renewable upon successful <br />completion of project activities. <br />FINANCIAL IMPACT: The original grant amount for Year Two was $75,506. There was <br />approximately $47,459 in unspent Year 1 grant funds due to the late hiring date for the project <br />coordinator. The project staff is requesting that the Health and Wellness Trust allow a carry <br />forward of $18,967.13 to Year Two with the remainder being carried forward to Year Three. <br />The total amount of the grant over the three year period remains at $232,848. The Year Two <br />allocation will cover the salary and benefits of the Senior Public Health Educator/Project <br />Manager and includes all operational expenses for the project. In-kind contributions by the <br />County include office space and supervisory time. <br />RECOMMENDATION(S): The Manager recommends that the Board approve receipt of Year <br />Two of the grant fund for Youth Tobacco Use Prevention Project and authorize the Board Chair <br />to sign the grant agreement with the North Carolina Health and Wellness Trust Commission. <br />
