The STIP implements Metropolitan and Rural <br />Planning Organizations (MPO/RPO) adopted Comprehensive Transportation Plan (CTP) and <br />Metropolitan Transportation Plan (MTP). The CTP and MTP are used by MPO/RPO to determine <br />which projects are submitted for considered in the STIP using the Strategic Prioritization of <br />Transportation (SPOT) process. <br /> <br />Methodology <br />North Carolina General Statute Chapter 136 Article 14B governs the methodology and addresses <br />multi-modal transportation needs, ensure regional balance, and prioritize projects based on <br />technical criteria. The goal is to produce a project priority ranking which satisfies local and <br />regional goals. All public involvement for this process is conducted in accordance with the <br />MPO/RPO adopted Public Involvement Policy. <br /> <br />SPOT P7.0 Schedule and Process <br />Between spring and fall 2023 MPO/RPOs across the state submitted their limited number of <br />projects – based on their population and total centerline miles – to North Carolina Department <br />of Transportation (NCDOT) for inclusion in SPOT 7.0. The projects were approved by their <br />respective Boards and submitted in accordance with NCDOT process and schedule (Attachment <br />1).
