1 <br /> APPROVED 4/16/24 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> BUSINESS MEETING <br /> March 7, 2024 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Business Meeting on Thursday, March <br /> 7, 2024, at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Sally Greene <br /> and Commissioners Amy Fowler (arrived at 7:12 pm), Jean Hamilton, Earl McKee, and Anna <br /> Richards <br /> COUNTY COMMISSIONERS ABSENT: Commissioner Phyllis Portie-Ascott <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present, <br /> except Commissioner Fowler and Commissioner Portie-Ascott. Chair Bedford said Commissioner <br /> Fowler is on her way and Commissioner Portie-Ascott is at a memorial service and sends regrets. <br /> 1. Additions or Changes to the Agenda <br /> Chair Bedford read the public charge: <br /> The Board of Commissioners pledges its respect to all present. The Board asks those attending <br /> this meeting to conduct themselves in a respectful, courteous manner toward each other, county <br /> staff and the commissioners. At any time should a member of the Board or the public fail to <br /> observe this charge, the Chair will take steps to restore order and decorum. Should it become <br /> impossible to restore order and continue the meeting, the Chair will recess the meeting until such <br /> time that a genuine commitment to this public charge is observed. The BOCC asks that all <br /> electronic devices such as cell phones, pagers, and computers should please be turned off or set <br /> to silent/vibrate. Please be kind to everyone. <br /> Chair Bedford explained the procedures for public comments. <br /> Given the public turnout for public comment related to Triangle Youth Hockey of North <br /> Carolina/Hillsborough Hogs, Chair Bedford asked John Roberts to describe the contract the <br /> county has with Recreation Factory Partners (RFP), the Sportsplex management company. <br /> John Roberts said the contract has been in place since 2005. He said that generally, the <br /> county has no ability to get involved in the day-to-day operations of the Sportsplex, per the <br /> contract. He stated that a couple of years ago language was added to the contract that provides <br /> that youth sports shall cater primarily to Orange County residents, shall include practices, games, <br /> and tournaments at substantially similar numbers, frequency, times, and costs to what has <br /> historically been provided, and that travel youth sports shall not supplant or reduce access by <br /> house or recreational youth sports and leagues. <br /> 2. Public Comments (Limited to One Hour) <br /> a. Matters not on the Printed Agenda <br /> Thomas Deis said that they have received an announcement that Recreation Factory <br /> Partners will be starting their own league, and they will no longer be granted any ice time at the <br /> SportsPlex. He said that people are upset. He said that his program costs each player under$18 <br /> per hour. He said that the new offer at the Sportsplex will be $33 per hour, per player and this will <br />
