4 <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, <br /> incomes and educational levels with respect to the development and <br /> enforcement of environmental laws, regulations, policies, and decisions. Fair <br /> treatment means that no group of people should bear a disproportionate share <br /> of the negative environmental consequences resulting from industrial, <br /> governmental and commercial operations or policies. <br /> Department on Aging <br /> 8. The Orange County Department on Aging has received notification of additional Home and <br /> Community Care Block Grant funds, distributed by the Triangle J Council of Governments, <br /> in the amount of $41,769. These funds will be used to provide additional support toward <br /> the Lunch Program, Wellness Program, and Community Based Supplies. This budget <br /> amendment provides for the use of these funds during the current fiscal year. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this agenda item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with these items other than as noted otherwise above. <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. This <br /> budget amendment provides for the receipt of these additional funds in FY 2023-24 and increases <br /> the authorization of the General Fund by $100,019, the Multi-Year Grant Fund by $74,000, the <br /> County Capital Reserve by $7,000 and the Communication Towers Trust Fund by $6,000. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the budget, grant, and <br /> capital project ordinance amendments for Fiscal Year 2023-24. <br />
