10
Attachment 2
Department of Environment,
Agriculture, Parks&Recreation
MEMORANDUM
TO: Bonnie Hammersley, County Manager
FROM: David Stancil, DEAPR Director
DATE: April 16, 2024
RE: Lands Legacy Action Plan 2024-27
Please find attached the Action Plan for the Lands Legacy Program for July 1,
2024 - June 30, 2027.
The three-year action plans are the vehicle that guides and informs the work of
staff on Lands Legacy project priorities for the three-year period. The three-year
plan has proven to most effective as a timeframe, since many projects involve
grant funding, outside partners, and time for landowners to make decisions about
the final details of property documents such as conservation easements. Due to
the time delays for grant agencies and needed documentation, many of these
conservation projects now take two to three years to complete.
The Action Plan anticipates the focus areas for the 2024-27 period, but inevitably
there will be new opportunities that arise, and ongoing plans and initiatives
sometimes bring forward new objectives that need to be considered within the
three-year window. As always, any project that emanates from the Action Plan
would come to the Board for individual approvals.
The attached document reflects expectations to continue existing successful
efforts, such as our agricultural conservation easement program. It speaks to
priority goals and objectives identified by our conservation/preservation advisory
boards, and our intention to continue to actively solicit and leverage grant funding
for conservation activity — which now totals over $6.1 million to date. These, plus
focus areas and other anticipated directions are found in the Action Plan and the
agenda abstract.
