If any funds other than Federal appropriated funds have been paid or will be paid to any person for <br />influencing, or attempting to influence, an officer or employee of a Member of Congress in connection <br />with a Federal contract, grant, loan, or cooperative Master Agreement, Contractor shall complete and <br />submit Standard Form – LLL, “Disclosure Form to Report Lobbying”, in accordance with its <br />instructions. <br />3. Contractor shall require that the language of this certification be included in the award documents for all <br />subawards at all tiers (including subcontracts, subgrants, and contracts under grants, loans, and <br />cooperative Master Agreements) and that all subcontractors shall certify and disclose accordingly. <br /> <br />This certification is a material representation of fact upon which reliance was placed when this transaction was <br />made or entered into. Submission of this certificate is a prerequisite for making or entering into this transaction <br />imposed by Section 1352, title 31, U.S. Code. Any person who fails to file the required certification shall be <br />subject to a civil penalty of not less than $10,000 and not more than $100,000 for each such failure. <br /> <br /> <br />ARTICLE 30: COMPLIANCE WITH EPA REGULATIONS APPLICABLE TO GRANTS, <br />SUBGRANTS, COOPERATIVE MASTER AGREEMENTS, AND CONTRACTS <br />Contractor certifies compliance with all applicable standards, orders, regulations, and/or requirements issued <br />pursuant to the Clean Air Act of 1970, as amended (42 U.S.C. 1857(h)), Section 508 of the Clean Water Act, as <br />amended (13 U.S.C. 1368), Executive Order 117389 and Environmental Protection Agency Regulation, 40 CFR <br />Part 15. <br /> <br />ARTICLE 31: COMPLIANCE WITH ENERGY POLICY AND CONSERVATION ACT <br />Contractor certifies that Contractor will be in compliance with mandatory standards and policies relating to <br />energy efficiency which are contained in the state energy conservation plan issued in compliance with the <br />Energy Policy and Conservation Act (Pub.
