340 <br />I, S. M. Gattis, County Accountant of the County of Orange, North Carolina, do <br />make and file the following statement of the financial condition of said County, havi <br />been designated by the Board of Commissioners for that purpose. Said statement includ- <br />es a statement of debt incurred and to be incurred for other than school purposes under <br />orders either introduced or passed, whether evidenced by bonds, notes or otherwise, and <br />whether incurred by original creation of the debt or by assumption of debt, including <br />debt to the State or any department thereof, but not including obligations incurred <br />to meet appropriations in anticipation of revenues to an amount not exceeding the <br />amount of the last preceding tax levy for other than school purposes. <br />(a) The assessed valuation of property <br />as last fixed for county taxation <br />(b) Outstanding debt for other <br />than school purposes <br />11(c) Bonded debt for other than <br />school purposes to be incurred <br />under orders either introduced <br />or passed <br />County Courthouse Bonds <br />(d) The sum of items (b) and (c) <br />(e) Sinking funds (except school <br />sinking funds), being money <br />or investments thereof pledged <br />and held for the payment of <br />principal of debt outstanding <br />for other than school purposes <br />(f) Moneys payable to the County by <br />a railroad or interurban rail- <br />way company under contract, as <br />all or part of the cost of grade <br />crossing elimination, if such <br />moneys are pledged to and when <br />collected will be used in the <br />retirement of outstanding debt <br />for other than school purposes <br />(g) Amount of unissued funding and <br />refunding bonds not for school <br />purposes included in gross debt <br />(h) The sum of items (e), (f) and (g) <br />(i) Net debt, for other than school <br />purposes, being the sum by which <br />item (d) exceeds item (h) <br />Q) The percentage that the net debt <br />for other than school purposes <br />bears to said assessed valuation <br />$150,000.00 <br />$ 40,000 <br />$ None <br />$ None <br />$ None <br />/a/ S. Seal) <br />10-30-65 Notary Public <br />Discussion ensued on the terms of payment for said bonds. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, and <br />unanimously adopted, it was agreed that the principal of said bonds be paid in five <br />(5) equal annual installments. <br />The County Administrator presented the following questionaire from Alex McMahon, <br />tive Secretary of the N. C. Association of County Commissioners. <br />Name of County Orange <br />1. The Griffenhagen-Kroeger Report recommended that legislation be adopted to <br />allow a board of county Commissioners, if it voted to do so, to take over responsibili <br />for local administration of public welfare. If such legislation were passed, the boar <br />could decide to take responsibility for appointing the county welfare director, for <br />making local policies within State Welfare Board rules, and for appointing an advisory <br />board to advise the county commissioners and the welfare director on welfare matters. <br />If legislation along these lines is presented to the General Assembly, would you like <br />your county indluded in it?
