Attachment A, Scope of Work <br />Background: <br />The Streamflow Rehabilitation Assistance Program {StRAP) is a new program that provides grants to <br />projects that help reduce flooding and restore streams across North Carolina. The program was created <br />by the NC General Assembly, which approved $38 million in funding for StRAP in the budget <br />appropriations bill for the 2021-2022 fiscal year. StRAP allocates money for projects that protect and <br />restore the integrity of drainage infrastructure of North Carolina's waterways. The program is <br />administered by the state's Soil & Water Conservation Commission, working closely with the Division of <br />Soil and Water Conservation within the NC Department of Agriculture and Consumer Services <br />(NCDA&CS). <br />Orange Soil and Water Conservation District {Orange SWCD) submitted an application for StRAP funds in <br />March. Orange SWCD was allocated funding for a stream debris removal projects by NCDA&CS in <br />September 2022. <br />Scope for Beaver Management Assistance Program (BMAP) services through StRAP: <br />Legislative guidelines for StRAP are outlined in Senate Bill 105, SL 2021-180, 139-65. See "Strap <br />Legislation", Attachment C. Beaver trapping and dam removal may be considered part of stream debris <br />removal. It has been determined that beaver trapping and dam removal are necessary at PINs: <br />9848196643 and 9848194187 to restore stream flow and mitigate flooding. The landowner has also <br />requested assistance with beaver trapping and dam removal. <br />Orange County participates in the North Carolina Beaver Management Assistance Program. Orange <br />SWCD shall utilize StRAP funds to contract through BMAP for beaver trapping and dam removal services <br />necessary for the completion of the stream debris removal project. BMAP services are to be provided <br />by the United States Department of Agriculture APHIS Wildlife Specialist assigned to Orange County. <br />Orange SWCD staff shall determine the extent of BMAP services to be contracted with StRAP funds.
