57 <br /> • Fourth Action — Once a concept plan is approved, the Planning Board reviews and <br /> makes a recommendation on the approval of the Preliminary Plat for the project. <br /> Staff Comment: Based on the applicant's request to present the Concept Plan and <br /> Preliminary Plat together to the Planning Board, the Planning Board will review and <br /> provide a recommendation to the Board of County Commissioners (BOCC) on the <br /> Preliminary Plat application at its regular meeting on April 3, 2024. <br /> • Fifth Action — The BOCC reviews and takes action on the Preliminary Plat <br /> application. <br /> • Sixth Action — Once all construction activities have been completed, or appropriate <br /> performance guarantees have been approved, the Planning Director shall take <br /> action on an application solely to affirm conformity with all applicable regulations <br /> and established conditions and approve the recordation of a Final Plat, per UDO <br /> Section 2.15.4, allowing for the individual lots to be created. <br /> The Concept Plan and Preliminary Plat application were provided to the State Clearinghouse for <br /> courtesy review on February 8. Planning staff has reviewed the State Clearinghouse comments, as <br /> they pertain to the Major Subdivision project area, and have not identified areas of significant <br /> concern. <br /> Proposal: The applicant has submitted a Major Subdivision Concept Plan — Flexible Development <br /> Plan application (Attachment 1) and a Preliminary Plat (Attachment 2) for the same project to <br /> develop 15 single-family residential lots with approximately 35% (+/-9.95 acres) of dedicated open <br /> space. As enabled by UDO Sections 2.15.2(C) and 7.12.5, the applicant has proposed to pursue the <br /> Conservation Cluster Flexible Development option and has not submitted a Conventional option. <br /> Additional information and staff analysis regarding the proposal is contained in Attachment 3. <br /> FINANCIAL IMPACT: This request has been reviewed by various County departments who <br /> have determined that the approval of the request would not create the need for additional <br /> funding for the provision of County services. <br /> RECOMMENDATION: The Planning Director recommends the Board: <br /> 1. Receive and discuss the Concept Plan application, <br /> 2. Approve the Flexible Development option, contained in Attachment 1, <br /> 3. Receive the Preliminary Plat application, and <br /> 4. Recommend approval of the Preliminary Plat to the BOCC, as submitted. <br />
