1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 2, 2024 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Amendment to the Orange Rural Fire Protection and Emergency Services <br /> Agreement <br /> DEPARTMENT: Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 2024 Fire Protection and Emergency Kirby Saunders, Director, Orange <br /> Services Amendment with Orange County Emergency Services, 919- <br /> Rural Fire Department 245-6123 <br /> 2019 Fire Protection and Emergency Elizabeth Farnan, Division Chief of Fire <br /> Services Agreement with Orange Rural & Life Safety Division, 919-537-2149 <br /> Fire Department <br /> Central Orange Fire Service District Map <br /> PURPOSE: To approve an amendment to the 2019 Fire Protection and Emergency Services <br /> Agreement between Orange County and Orange Rural Fire Department for the Central Orange <br /> Fire Service District (the "District') to extend the Agreement until a new agreement has been <br /> developed and approved by both parties and implemented. <br /> BACKGROUND: The Services Agreement to provide fire protection and other services as set <br /> forth in the North Carolina General Statutes 153A, Article 16 between Orange County and Orange <br /> Rural Fire Department will expire on April 22, 2024. The agreement has not been updated for <br /> five (5) years, and both parties would like to have more time to review and develop a new <br /> agreement. An amendment is necessary to continue services under the original agreement until <br /> a new agreement is completed. If the current agreement expires, the property owners in the <br /> District would not be able to maintain the current Insurance Services Office (ISO) rating of Class <br /> 5/9. <br /> FINANCIAL IMPACT: There is no financial impact to the County. If the current service <br /> agreement expires without an amendment, all the properties in the Central Orange Fire Protection <br /> District will rise to an ISO rating of Class 10 and property owners will encounter increased <br /> insurance premiums. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br />
