emergency medical supplies are stored at various locations across the County, which <br />complicates inventory management, Inventoried items may continue to be outposted to the <br />various sites for restocking of units; however, a single location for delivery and inventory control <br />would be advantageous to EMS. <br />Several departments would utilize the off-site archive records storage available at this facility <br />initially; however, the amount of storage provided in this building is likely to exceed the <br />immediate need for institutional and records storage. <br />As discussed in the March 16 abstract, the Emergency Medical and Fire Marshal divisions of <br />Emergency Management would occupy approximately 1,000 square feet of space that is set up <br />as office space. <br />Since the March 16 meeting, staff have had additional discussions regarding the possibility of <br />eventual ownership of this building by the County, The owners have indicated that the land has <br />been in their family since the king granted it centuries ago and that while sale might eventually <br />be on the horizon, they are not prepared at this time to make such a commitment. <br />If the County chooses to awn a storage facility within a reasonable period of time, it is <br />recommended that the County pursue the completion of the master plan that has been <br />proposed for the Public Works site an Highway 86 N and move toward construction of suitable <br />facilities there. The master plan should encompass the existing Public Works site, as well as <br />land being considered in the land swap with the Town of Hillsborough and suggest options for <br />siting the storage facility, future Public Works expansion needs and the Town of Hillsborough's <br />Public Works facility, This could be brought forward as part of the upcoming presentation of the <br />2004-2014 CIP should the Board endorse the concept, <br />FINANCIAL IMPACT: The first year lease amount is $51,674, plus approximately $5,000 for <br />taxes and insurance. The approximately $12,918 needed for the lease through June 30, 2004 <br />will be funded through funds in the Rents and Insurance and Emergency Services current year <br />funds. 2004-2005 budget requests for the referenced departments will reflect full year costs for <br />the lease year July 1, 2004 through June 30, 2005, <br />RECOMMENDATION(S): <br />1, Approve the lease, contingent upon attorney and staff review; OR <br />2, Authorize staff to pursue a contract for Board approval with a firm to conduct a master <br />plan of the Public Works site, incorporating the elements stated above, with the intention <br />to construct the storage facility on County property, <br />
