3 44 Minutes of the Board of County Commissioners <br />April 20, 1964 <br />The Orange County Board of Commissioners met in special session on Monday, April 20, 19643 <br />at 8:00 o'clock P.M., in the Commissioners atom at the Courthouse in Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland, <br />Carl M. Smith, and Henry S. Walker. <br />Members absent: None. <br />Sherman Shelton, County Farm Agent, introduced his District Supervisor, Mr. McNeil, who <br />requested that Mr. Shelton be granted a leave of absence without pay from May 1, 1964, through <br />November 30, 1964. This leave of absence is desired to enable Mr. Shelton to become a technical <br />leader of a group of ten Africans studying agricultural problems in this country. The Board discussed <br />this matter. <br />Upon motion of Commissioner Walker, seconded by Commissioner Smith, and unanimously <br />adopted, said leave of absence was granted to Mr. Shelton. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, and unanimously <br />adopted, the program of Community Action, Inc. was endorsed by the Board, and the requested Board <br />of Directors, consisting of one Board member and two other citizens was approved. Commissioner <br />Smith, James Wight and Dalton Whitted were appointed to serve on the Board of Directors of Com- <br />munity Action, Inc. <br />The principal purpose of this meeting was to discuss what action should follow the recently <br />adopted resolution designating the Orange County Board of Commissioners as the Mental Health Authority <br />in Orange,County. Present for this discussion were commissioners from Person and Caswell Counties, <br />the District Health Director, medical personnel from Memorial Hospital and from the counties of our <br />Health District, and a member of the planning staff of the State Department of Mental Health. <br />After considerable discussion of the mental health needs and resources in our area, <br />/the group decided to designate a planning committee fo formulate a mental health program for the <br />counties in our health district. This committee will be named at a later date. <br />The Board designated the following persons as members of a committee to study the library <br />program in Orange County: <br />Mrs. Richmond Bond <br />Mrs. Robert Wettach <br />G. Paul Carr <br />D. S. Mattheson <br />S. M. Gattis <br />D. M. Stanford. <br />This committee is to be convened at the call of Mr. Stanford. <br />The County Accountant was given authority and directed to file with the local Government <br />Commission an application for the issuance of $44,000.00 in Bond Anticipation Notes. <br />There being no further business to come before the Board, the meeting was adjourned. <br />Donald Stanford <br />Chairman <br />I 3etty June Hayes, Clerk <br />S.
