The County estimates that White Cross will retain $13,000 in fund <br /> balance after this allocation. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> Housing Department <br /> 13.The Housing Department has reviewed its Housing Choice Voucher (HCV) Fund balance <br /> at the end of FY 2023 and identified $80,000 in unspent HCV Administrative Funds due to <br /> better placement of vouchers. The funds must be utilized or the County will receive lower <br /> administrative funding going forward. Staff proposes the County appropriate $80,000 in <br /> Fund Balance in the HCV fund, then supplant $80,000 in General Fund support to the <br /> Housing Choice Voucher program to the HCV Fund to draw down the balance. This <br /> amendment reduces the General Fund authorization by $80,000 and increases the HCV <br /> Fund authorization by $80,000. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and <br /> funding necessary for residents to provide shelter, food, clothing and medical <br /> care for themselves and their dependents. <br /> Cooperative Extension <br /> 14. Effective April 1, 2024, NC State University (NC State Extension) will hire an Area <br /> Extension Agent for Livestock, Forages, and General Agriculture. This position will be <br /> housed with Orange County Cooperative Extension and provide programs and technical <br /> support to county farmers. Fifty percent of the funding for the position will be paid by North <br /> Carolina State University. Durham County Government will pay Orange County <br /> Government annually for twenty percent of the position. The remaining portion will be paid <br /> with existing Orange County Cooperative Extension budget. The Area Agent will provide <br /> programming and educational livestock services for adults and youth in Durham County an <br /> average of 8 hours per week. This amendment provides for the receipt of $7,000 in <br /> compensation in FY 2023-24 from Durham County and increases the General Fund by <br /> $7,000. <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goals associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with these items other than as noted otherwise above. <br />
