5 <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and <br /> funding necessary for residents to provide shelter, food, clothing and medical <br /> care for themselves and their dependents. <br /> Department of Social Services <br /> 9. The Department of Social Services has received $18,832 in additional administrative funds <br /> from the North Carolina Department of Health and Human Services (NCDHHS) Division of <br /> Social Services for the Low-Income Energy Program (LIEAP). The funds will be utilized to <br /> provide additional funding for the General Assistance program to provide clients with utility <br /> assistance. <br /> 10.The Department of Social Services has received additional funds of$20,296 from the North <br /> Carolina Department of Health and Human Services (NCDHHS) to create a pilot program <br /> called Department of Social Services Emergency Placement Fund. NCDHHS recognizes <br /> the current situation with locating the required residential treatment placement for children <br /> in the Department of Social Services' custody with complex behavioral health needs. As <br /> the Local Management Entity (LME) continues to build a network of providers to meet this <br /> need, the North Carolina Department of Social Services has allocated funds to create a <br /> pilot program called Departments of Social Services Emergency Placement Fund. These <br /> funds are intended to temporarily assist county departments of social services in <br /> addressing identified placements needs for children in the custody of the agencies who are <br /> awaiting a Medicaid leveled treatment placement. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and <br /> funding necessary for residents to provide shelter, food, clothing and medical <br /> care for themselves and their dependents. <br /> Finance and Administrative Services <br /> 11.The Finance and Administrative Services Department requires an additional $15,000 in <br /> funds to support a payroll and payables audit, and accounting and audit support during <br /> year-end close. These expenses will be funded with a transfer from the County Capital <br /> reserves. <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goals associated <br /> with this item. <br /> Fire Districts <br /> 12.The White Cross Volunteer Fire Department requests to appropriate $7,000 of its fund <br /> balance to purchase an enclosed equipment trailer. The trailer will be used to house and <br /> transport the large animal rescue equipment in coordination with Orange County <br />
