3 <br /> 1 Fowler also shared that she attended a DCHC MPO orientation, the Durham Tech Board of <br /> 2 Trustees meeting, and the Board of Health and its Equity subcommittee meeting. <br /> 3 Commissioner Richards said in addition to Black History Month, February is also "Love <br /> 4 Your Heart" month. She recognized the graduates of Phoenix Academy who held a graduation <br /> 5 on January 261h. She also attended the Burlington-Graham MPO meeting, Partnership for Young <br /> 6 Children meeting, and the ABC Board meeting. She encouraged residents to attend a <br /> 7 Comprehensive Land Use Plan input session. <br /> 8 Commissioner Portie-Ascott said she attended the opening reception for First Fridays at <br /> 9 the Eno Arts Mill. She said she was amazed by the number of people in attendance, especially <br /> 10 young people. She said there were two artists that she was very impressed with and shared <br /> 11 details of their work. She also mentioned that the Orange County Partnership to End <br /> 12 Homelessness completed the Point-In-Time Count on January 31St, which allows them to submit <br /> 13 data to HUD about people experiencing homelessness in Orange County. Finally, she said she <br /> 14 attended the JCPC meeting, and the number of school-based complaints has decreased by more <br /> 15 than 50% since May. <br /> 16 Chair Bedford said she represented the Board at the Eno River Association special <br /> 17 meeting where they were doing some strategic planning and getting input from members on ideas <br /> 18 to protect the Eno River. She said that every month there is a fifth Wednesday, there is a joint <br /> 19 meeting with Wake County's MPO and they are already beginning the work for the MTP 2055. <br /> 20 Chair Bedford said the Piedmont Food Processing Center Board met last Friday and it was a good <br /> 21 meeting. She said she also attended an informal meeting with Senator Meyer about plans for the <br /> 22 UNC coal plant should the railroad become available for another purpose in the future. Finally, <br /> 23 she said she attended the Behavioral Health Task Force meeting on Monday, and they are <br /> 24 working on trying to illustrate time saving and financial saving from the planned Crisis Diversion <br /> 25 Facility. <br /> 26 <br /> 27 4. Proclamations/ Resolutions/ Special Presentations <br /> 28 a. Presentation of Annual Comprehensive Financial Report for FYE 6/30/2023 <br /> 29 The Board received the Annual Comprehensive Financial Report(ACFR)for the fiscal year ended <br /> 30 June 30, 2023. <br /> 31 <br /> 32 BACKGROUND: The ACFR reports on all financial activity of the County for the fiscal year July <br /> 33 1, 2022 through June 30, 2023. Mauldin and Jenkins, LLC, a firm of Certified Public Accountants, <br /> 34 audited the financial statements. The financial statements and audit are required by Chapter 159- <br /> 35 34 of the North Carolina General Statutes. The County prepares an Annual Comprehensive <br /> 36 Financial Report (ACFR) that meets the standards set by the Government Finance Officers <br /> 37 Association (GFOA). The ACFR is submitted to the GFOA in order to be awarded the Certificate <br /> 38 of Achievement for Excellence in Financial Reporting. The financial report for the Orange County <br /> 39 Sportsplex, as required under the management contract, is included in the County's ACFR. <br /> 40 <br /> 41 The County received an unmodified (clean) audit opinion on the financial statements received <br /> 42 from the audit. The financial audit results indicate compliance with County financial policies. The <br /> 43 Chief Financial Officer and representatives of Mauldin and Jenkins, LLC will cover highlights of <br /> 44 the Report and answer any questions. <br /> 45 <br /> 46 Gary Donaldson, Chief Financial Officer, introduced Tim Lyons and Chad Jackson from <br /> 47 Mauldin and Jenkins, LLC. In general, he said that the county continues to have very strong <br /> 48 financial results. <br /> 49 <br />
