31 <br /> 1 Commissioner Hamilton asked what the timeline is for finishing this work. <br /> 2 Cy Stober says this will take 10 months. <br /> 3 Chair Bedford said we are a little behind but cautioned not to schedule things in July. <br /> 4 Vice-Chair Greene said she appreciates this proposal and that over the years there have <br /> 5 been discussions about the potential for small scale commercial development in this area. She <br /> 6 asked if this master plan leaves room for this to be revisited. <br /> 7 Chair Bedford asked what a pattern book is. <br /> 8 Dan Jewell said it is a collection of design elements and details that would be seen as <br /> 9 aspirational for the community. <br /> 10 <br /> 11 PUBLIC COMMENTS: <br /> 12 Reverend Robert Campbell said it is important for Thomas and Hutton to come on board. <br /> 13 He said more conversation focused on what is actually possible to fit on the land is important. He <br /> 14 said he has worked with consultants before, and some things can be implemented, and some <br /> 15 cannot. He said they can look at other recent developments for guidance and ideas. He said there <br /> 16 is another community engagement meeting this week on this topic. <br /> 17 Chair Bedford said she thinks the connectivity part is critical and fits in with what Reverend <br /> 18 Campbell said. She said they need to address how to create a feeling of community in what is <br /> 19 developed there. <br /> 20 <br /> 21 A motion was made by Commissioner Hamilton, seconded by Commissioner Fowler, to <br /> 22 authorize the expenditure of up to $155,000 for professional services to provide Design Services <br /> 23 for the Greene Tract Master Plan; approve Budget Amendment#5-A; and approve and authorize <br /> 24 the County Manager to execute and sign the contract (Attachment 3) to provide for the Letter <br /> 25 Agreement of Services as detailed in Attachment 1. <br /> 26 <br /> 27 Commissioner Fowler said she is glad to be moving forward on this. She asked if <br /> 28 entrances and exits to a potential future school are being looked at as part of this. <br /> 29 Cy Stober said yes, as well as whether it will be interconnected with the development <br /> 30 acreage. <br /> 31 <br /> 32 VOTE: UNANIMOUS <br /> 33 <br /> 34 7. Reports <br /> 35 a. Presentation of the Draft Solid Waste Master Plan <br /> 36 The Board received a presentation on the Draft Solid Waste Master Plan, consider the <br /> 37 recommendations in the Plan, and provide direction to staff regarding which scenario presented <br /> 38 in the Plan should be pursued. <br /> 39 <br /> 40 BACKGROUND: Orange County issued a Request for Proposals on April 9, 2021 for <br /> 41 development of a Solid Waste Master Plan that moves the County to "Zero Waste" by 2045. As <br /> 42 approved by the Solid Waste Advisory Group, the overarching goals for the Solid Waste Master <br /> 43 Plan and its development have been as follows: <br /> 44 <br /> 45 Goal 1. Develop a comprehensive and easily understandable Solid Waste Master Plan, <br /> 46 with identifiable action items and a plan summary; <br /> 47 <br /> 48 Goal 2. Develop a comprehensive strategy that by 2045 will lead to "Zero Waste," as <br /> 49 defined by the County; <br /> 50 <br />
