She asked about the need for this step. <br /> 8 Cy Stober said this is a required step for a concept plan for a development in Orange <br /> 9 County. He said there is a question to be answered by the owners about the preferred path <br /> 10 forward. He said that detail has not been defined, but this is a critical step to get to the next level. <br />
