In analyzing this request, the Planning Director offers the following: <br /> 1. The application is complete in accordance with the requirements of the UDO. Staff review <br /> determined that the application is complete and all submitted materials are in compliance with the <br /> following applicable sections of the UDO: <br /> ■ Section 2.8, Zoning Atlas and Unified Development Ordinance Amendments <br /> ■ Section 2.9, Conditional Districts <br /> In accordance with Section 2.9.1(F), Approval and Conditions, the applicant has submitted <br /> conditions which are to be reviewed by the Board of County Commissioners for a determination <br /> as to whether such conditions will afford protection of the public health, safety, and general <br /> welfare. <br /> "Agricultural Services Uses" are defined as Use#3 in the Table of Permitted Uses and within <br /> Article 10, Definitions of the UDO as: <br /> "Commercial activities offering goods and services which support production of <br /> agricultural products or processing of those products to make them marketable. <br /> Examples include, but are not limited to, soil preparation, animal and farm management, <br /> landscaping and horticultural services, specialized commercial horticulture, specialized <br /> animal husbandry, biocide services, retail sales of farm/garden products, supplies and <br /> equipment, equipment rental and repair service, tack shop, farrier, blacksmith, welding <br /> shops, facilities for animal shows, animal sales and auctions, agriculture-based <br /> clubs/meeting halls, storage of agricultural supplies and products, and processing plants <br /> for agricultural products including wineries and canneries" <br /> Section 5.2, Table of Permitted Uses of the UDO identifies Agricultural Services Uses as a <br /> permitted use within the ASE-CD zoning district. There are no additional use standards related <br /> to Agricultural Services Uses contained in the UDO. The proposed use does not include on-site <br /> grinding of materials. Furthermore, per Section 5.13.5, composting operations involving on-site <br /> grinding of materials shall not be permitted within the Rural Buffer land use classification, as <br /> designated by the adopted Comprehensive Plan, as part of a Conditional District application <br /> Staff Comment: The application is complete in accordance with Section 2.8 and Section 2.9 of <br /> the UDO. The applicant provided a Description of Proposed Use, Project Narrative, and <br /> Suitability of ASE-CD Zoning statement detailing future land use part of the application package <br /> (Attachment 1). In addition, the applicant provided a site plan which addresses access, parking, <br /> outdoor storage, lighting, and landscaping. <br /> 2. As currently presented, the Outdoor Storage feature on the site plan (Attachment 1) and detailed as <br /> "wood pile (s)" does not meet the required minimum 100' distance from residentially zoned property. <br /> 9 <br />
