26 <br /> As a location that allows us to offer our own recreational and educational opportunities to the <br /> public, we facilitate the following Goals and Objectives. <br /> • Objective ED-4.2: Provide lifelong learning opportunities, from early childhood through <br /> senior citizens. <br /> • Objective LU-4.3: Determine how private developments can best accommodate or <br /> provide public and private commercial recreational facilities to serve Orange County's <br /> residents. <br /> • Parks and Recreation Goal 3: Recreational facilities available for the public use in a <br /> manner that is multi-generational and accessible to all County citizens at both the <br /> countywide and community level. <br /> • Parks and Recreation Goal 4: Healthy lifestyles, quality of life and community building <br /> through the provision of a variety of affordable recreational facilities and choice of <br /> leisure activities, while responding to the changing needs and interests of County <br /> residents. <br /> • Objective PR-4.2: Investigate the potential for public and/or private commercial <br /> partnerships and recreational facilities needed to serve Orange County's residents. <br /> • Objective PR-4.3: Work to keep recreational facilities and services affordable and <br /> sustainable to the general public. <br /> 8. Congruence with the County's Broader Plan for Development <br /> Just as our plans for our parcel are congruent with the adjacent and surrounding parcels, our <br /> plans are also congruent with the County's broader development designs. <br /> The Treeist is a small company and, although we are growing, we will remain a small company <br /> for the foreseeable future. While it is true that by permitting our project the County would <br /> signal its interest in "public-private sector partnerships that create a stronger business climate" <br /> (ED Goal 1) and provide a small step towards "a more balanced tax base that includes a diversity <br /> of businesses and services" (Comprehensive Plan, p. 5-30),19 the County's greater achievement <br /> may be this: by allowing us to fulfill our needs as a company on this relatively low-value parcel - <br /> a parcel for which is difficult to imagine other productive uses - it prevents us from having to <br /> 99 "While the economic climate in Orange County is good, there is concern regarding the need to diversify <br /> the County's tax base from one primarily composed of residential property (86.4% in 2005)to a more <br /> balanced tax base that includes a diversity of businesses and services.
